In the Fall of 2011, University of New Orleans (UNO) students enrolled in the MURP 4081/G ― Information Technology for the Planning Profession – led by Dr. Michelle Thompson, partnered with the Associated Neighborhood Development (AND) to evaluate quality of life indicators within Hoffman Triangle. Hoffman Triangle is a neighborhood located in the Central City of New Orleans, LA. The student teams evaluated the neighborhood parcel by parcel, collected primary and secondary information and analyzed data using basic data and spatial analysis primarily within a geographic information system (GIS). A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management.

On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. Recovery from a natural disaster is difficult, expensive, and can take ten years or more. Many contend that recovery planning can be ordered, knowable, and predictable and that the destruction of buildings and displacement of the population provide an opportunity to build back better. This thesis examines the complexity of recovery through the lens of land use planning. Land use planning serves as the central focus because land provides an individual or family their livelihood and its use underlies the economy. For nearly 200 years, there has been a neighborhood in New Orleans, Louisiana named Milneburg, which has been constantly reimagined by its inhabitants and others. From its inception as a port of entry in 1832 until the 2011, it has been called a world-class resort, the poor-man's Riviera, a seedy red-light district, a cradle of jazz, a village, a swath of suburbia and a neighborhood. It has been destroyed eight times due to storms, fires, and civic or governmental neglect. Each time its residents have rebuilt it. In its last iteration as a post-Katrina neighborhood, the residents reestablished the Milneburg …

This research observes how public space planning can improve slum upgrading projects, focusing on two case study slums in Ahmedabad, India.

The inclusion of formal public space planning into slum upgrading schemes can act as a catalyst for dweller-initiated housing improvements. While municipalities that choose to upgrade their slums are primarily concerned with supplying bare necessity infrastructure—such as water, sewage, and paving—most upgrading schemes ignore the reality that slum communities are complex, integral components of the urbanization process. These settlements deserve and necessitate comprehensive design and planning services which will integrate the community into the larger urban fabric.

The Tri-City Service District (TCSD) and Clackamas County Service District #1 (CCSD #1), both of Clackamas County, requested that the Population Research Center (PRC) at Portland State University produce long-term population forecasts for each of the two sewer service districts. In addition, CCSD#1 requested that forecasts also be developed to include the entire city of Damascus to account for possible future annexation into its district; and the city of Milwaukie, as CCSD#1 leases services to Milwaukie. The forecast horizon extends 30 years from 2010 to 2040, and projections are produced in 5-year intervals. For the 2010-2015 interval, forecast numbers for …

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2012‐13 to 2021‐22 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,366 students in Fall 2011, a decrease of 27 students (0.2 percent) from Fall 2010. This is the third consecutive year of K‐12 enrollment loss, but the change was small compared with the loss …

Stakeholder participation can serve both learning and community-building purposes, improving model legitimacy, saliency and accuracy and resolving conflicts over competing interests. This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. Trip-based models are no longer adequate for some of the more complex questions. They fail to account for time of day sensitivity, dynamic congestion effects, variable pricing and tolls, and the reliability of both highways and transit. Existing activity/tour-based models lack the enhanced temporal element provided by a more dynamic, activity-based microsimulation. DASH is the next-generation model being developed by the Metro Research Center.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the District in recent years, low, middle, and high range forecasts of district‐wide enrollment by grade level for the 2011‐12 to 2020‐21 school years and middle range forecasts of individual school enrollments for the 2011‐12 to 2015‐16 school years. In Fall 2011, Portland Public Schools (PPS) enrolled 46,206 students in grades K-12, an increase of 465 students from Fall 2010. This is the third consecutive year of enrollment growth, following 12 consecutive years of enrollment losses that occurred between 1996- 97 and 2008-09. For the three year period since 2008-09, PPS K-12 enrollment has grown by 1,182 students, or 2.6 percent. Research in this brief by the Pedestrian Bicycle Resource Initiative (PBRI) at the University of New Orleans highlights the growing use of active transportation in New Orleans and the potential to solidify these gains through a process of culture change that makes active transportation an integral element in the overall transportation system. New Orleans is currently a regional leader in active transportation with a high national ranking in active transportation commute mode shares. This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts.

Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard.

This report presents results from surveys of residents at several transit-oriented developments (TODs) in Portland, Gresham, Hillsboro, and Happy Valley. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland, and in 2007 at 11 sites in the eastside of Portland and Gresham.
