Background: A growing body of research suggests that the suburbanization of food retailers in North America and the United Kingdom in recent decades has contributed to the emergence of urban 'food deserts', or disadvantaged areas of cities with relatively poor access to healthy and affordable food. This paper explores the evolution of food deserts in a mid-sized Canadian city (London, Ontario) by using a geographic information system (GIS) to map the precise locations of supermarkets in 1961 and 2005; multiple techniques of network analysis were used to assess changing levels of supermarket access in relation to neighbourhood location, socioeconomic characteristics, …

Abstract:

Recent research on Mexican immigrants focuses on the working conditions of farm workers, garment workers, janitors and day laborers. This coincides with successful efforts by organized labor and immigrant advocacy groups to organize these marginalized workforces. Little attention, however, has been given to Mexican paid gardeners. As part of the household service economy, paid gardeners represent a difficult labor sector to organize and research because they typically operate as independent contractors in the informal economy. This paper seeks to provide a more holistic picture of this dynamic, informal workforce. Drawing primarily upon ethnographic techniques, the paper documents how this …

This project looks at the changes that Sarajevo endured as a result of the war of the nineties and at how those changes affected residents’ relationships with the city, approaching the topic from an urban perspective. To answer these questions, I conducted historical and theoretical research on the city and conducted a series of ten interviews. Two of my interviews were factual interviews that augmented my knowledge of the city and it’s physical changes, and eight of the interviews were sociological interviews that helped me to understand residents’ experience of change in the city. In 2005, the Friends Committee on National Legislation, the major Quaker peace and justice lobbying organization in the United States, completed a substantial remodeling and expansion of its office building on Capitol Hill in Washington, DC. The building exemplifies a self-conscious effort to express Quaker values of simplicity and stewardship in architectural choices. Examining the changing meanings of simplicity as expressed in Quaker meeting houses, this article argues that contemporary Friends in the United States have given nontraditional meanings to the concept and now associate simplicity with environmental stewardship in personal and community life. For the last several months, my colleagues and I at the Ohio Department of Development have been focused on the formation of a statewide economic development strategy that will establish our priorities and guide our future decisions. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. With full implementation, our strategic plan will not only guide Ohio's long-term investments, but will also help guide our daily decisions.

Oregon Population Estimates and Reports

This report contains the annual population estimates for Oregon, and its counties, incorporated cities and towns, and unincorporated areas for July 1, 2007. Included are estimates that are summarized by unincorporated and incorporated areas at the State level, as well as by metropolitan and non-metropolitan areas. At the end of this report there are 6 maps showing county-level population estimates for 2007 or population change from 2000 to 2007. There is also a county reference map that shows locations of cities throughout Oregon.

Environments conducive to walking may help people avoid sedentary lifestyles and associated diseases. Recent studies developed walkability models combining several built environment characteristics to optimally predict walking. Developing and testing such models with the same data could lead to overestimating one's ability to predict walking in an independent sample of the population. More accurate estimates of model fit can be obtained by splitting a single study population into training and validation sets (holdout approach) or through developing and evaluating models in different populations. Since 1997-98, Reynolds School District (RSD) overall K-12 enrollment has increased by 28 percent, from 8,452 students in 1997-98 to 10,815 in 2007-08, with most of the growth occurring between 1998-99 and 2003-04. After one year with little enrollment change (2004-05), the district has added 452 students in the most recent three years. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the most likely scenario for future RSD enrollment is for slow growth in K-12 enrollment during the next five years until 2012-13, and slightly faster growth in …

School District Enrollment Forecast Reports

This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the District should expect enrollment growth in the long run, although the forecasts for the next three to four years are for stable or slightly declining K-12 enrollments. Two forecast scenarios are presented, a “HIGH SCENARIO” forecast that is consistent with the population forecast recently adopted in the City of Banks Comprehensive Plan, and a “LOW SCENARIO” forecast under which housing development and migration trends remain similar to their recent levels. The question why a government chooses a specific service delivery tool to provide public service to its citizenry is a central intellectual inquiry in public administration. This paper develops a framework to explain the production and sector choices of public services by political-economic environment, organizational capacity, service market condition, and nature of service. Using operation and financial data of Georgia county governments during 2000-2006, we apply the framework to analyze Georgia counties’ public service outsourcing decisions, focusing on the effects of fiscal condition and political interests. The logistic regression results show that the choice of external production is negatively associated …

Historic designation is thought to have a role in neighborhood economic and community development. Local designation of historic districts is increasingly used as a tool to revitalize deteriorated neighborhoods and to protect endangered historical districts. A number of limitations in several previous studies have made policy development as well as a complete assessment of the impact of designation difficult. The public administration literature is inundated with books and articles despairing about the legitimacy crisis in the field. There have been numerous bases proposed for legitimizing the administrative state, including expertise, virtue or public service, and leadership and vision. Yet the issue remains contested, and the lack of agreement has wide reaching implications. One under-examined implication is the role that this tenuous legitimacy has in weakening the administrative state's ability to temper anti-government sentiment. The term machi, signifying both neighborhood and small town, is a key element for understanding Japanese urban form and city planning. After tracing the origins of the term, this article explores the historic and contemporary significance of the concept and its particular spatial and socioeconomic forms. The article then argues that the concept of machi influenced the ways in which Japanese planners picked up foreign concepts through the nineteenth and particularly the twentieth century, absorbing some ideas and rejecting others. Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. LID manages stormwater runoff through ecological engineering technologies. Is there an association between Superfund sites and the socioeconomic makeup of the surrounding communities? This research analyzes the current economic and racial demographics of Illinois counties that contain Superfund sites. Specifically, variables that are indicators of environmental injustice are analyzed; e.g. race, median household income, and home ownership. The forces that shape administrative structures include the goals and objectives of minority and majority groups, modern management principles, and a legacy or history in which domestic political factions have gradually accepted rules and roles for mutual tolerance and inclusion. However, this process can be muted or redefined in societies where centuries of occupation and dispersion "short-circuit" maturation processes and introduce non-indigenous systems externally imposed without any level of popular acceptance or active citizenship participation. Is there a market crisis in real estate? Across the country communities are concerned about the effects of the sub-prime mortgage crisis. At first analysts thought Portland might escape unscathed, but now they are not so sure. The full impact of the mortgage crisis probably won’t be known for years. A look at indicators for the five Oregon counties in the metroscape gives us a picture of the current state of Portland’s residential real estate market and how news of the crisis might have made some buyers nervous.
