This project considers the socio-economic impacts of the new highway user fee structure made possible by advanced technology. The fee structure also has implications for land use and healthy communities ( urban/rural, income distributional, and environmental impacts). The 2001 Oregon Legislature created the Road User Fee Task Force (RUFTF) to make recommendations regarding a potential replacement for the gasoline tax. A vehicle mile tax has subsequently been proposed as the replacement. Preliminary work has been devoted to exploring technical and institutional options for implementation of such a charge. Urban Design Workshop

The Lincoln Vision Plan presents a concept for the evolution of Portland’s south downtown into a place where state-of-the-art resource management practices, unique systems of public open spaces, and a variety of transit options will support a vibrant, dynamic, high density, ecologically-friendly neighborhood. It is our hope that this Plan, created by Portland State University’s spring 2008 Urban Design Workshop, can serve as a foundation for further discussion and action to bring to life the immense potential underlying this district.

School District Enrollment Forecast Reports

To address their long-range planning needs, The Tigard-Tualatin School District (TTSD) requested that PRC prepare 10 year Enrollment Forecasts for the District and each of its existing schools. This forecast for the 2008-09 through 2017-18 school years has been prepared as a supplement to the 2008-09 to 2012-13 forecast that was presented to the TTSD Board in December, 2007. Forecasts for 2008-09 and 2009-10 for the District and its schools are identical to those published in December, and secondary school forecasts are unchanged through 2012-13. Elementary schools undergo small revisions beginning in 2010-11 due to the availability of updated birth …

The effectiveness of language arts literacy (LAL) block scheduling on student achievement atid self-efficacy is a strategy of education reform. Language arts skills in urban schools is noted in the 1983 report "A Nation at Risk", which documents the seriousness of urban school literacy difficulties. In addition, state standardized requirements have attested to poor language arts performance in many minority schools.

The National Ocean Economics Program (NOEP), in cooperation with the California Coastal Conservancy and the Ocean Protection Council (OPC), completed this study to provide an inventory of state expenditures for the coast and ocean for fiscal years 2005-06 (FY 2006) and 2006-07 (FY 2007). The purpose of the study is to understand where current public investments are being made and whether further investments need to occur to be consistent with the OPC Strategic Plan as well as those of various state programs.

Governance By Agreements: Why Do Local Governments Enter Into Multilateral Agreements?, Simon Andrew

While much can be learned about the roles of interjurisdictional agreements between two jurisdictions, little is known about the range and scope of multilateral agreements (MLAs) in the provision of collective goods. Based on the theory of institutional collective action, this paper explores two characteristics of agreements: restrictive and adaptive, and seeks to understand why local governments enter into one arrangement and not the other. This paper argues that the local government decisions to enter into MLAs are influenced by the characteristics of goods and services, the nature of interjurisdictional relations, the geographic configuration of governments, and the number of …

The Center for Civic Education and the Cleveland-Marshall College of Law released their report, on May 12, 2008. The report, prepared for the Cuyahoga County Board of Commissioners, is an assessment of the County's comprehensive approach to addressing foreclosures on two levels: 1) Making foreclosure proceedings faster and fairer and 2) Creating an early intervention program to help residents prevent foreclosure.

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Horse and buggy transportation is spreading as rapidly as its Amish and Old Order Mennonite users are, as are buggy crashes with motor vehicles. This study examines the primary causes of 76 reported horse and buggy crashes in Pennsylvania in 2006. The main crash types identified include a motorist rear-ending a forward-moving buggy, motorist failing to pass a buggy, buggy struck while crossing an intersection, and buggy struck while making a left turn. While causative factors varied for each crash type, major factors include the motorist or buggy driver incorrectly comprehending speed differentials, the motorist acting carelessly around the buggy, …

This OTREC education proposal will link experiential education with local transportation planning through a collaborative partnership between the University of Oregon and the City of Eugene. Educators have long worked to find pedagogical approaches that yield the best educational results. Emerging environmental markets assign economic value to ecosystem services and exchange them in market-like transactions. These markets are characterized by diverse stakeholder interests interacting with minimally defined transaction steps and high uncertainty. In this context, process plays an important role in shaping the institutions that make markets work or fail. If process matters, then market organizers need to intentionally craft processes just as they intentionally design institutions.
