This edition of the Periodic Atlas of the Metroscape focuses on hazard analysis, and looks at the relative danger of earthquake, flood, landslide, debris flow, lava flow, and radon throughout the Portland area. The maps are printed in 3D format, and the print edition of the Metroscape included special glasses that, when worn, give the maps a 3D appearance.

The Final Frontier: Using Space Under 2040, John Provo

Later this year the Metro Council will face a decision about expansion of the urban growth boundary (UGB). Reaching a verdict on that question will require negotiating the conflicts between the long term regional vision described in Metro's 2040 Plan, short-term economic fluctuations, and specific local concerns. Looking at possible tradeoffs and choices facing the region, panelists at a recent Metroscape™ forum on these topics were asked to discuss the connections among implementation, design, and market challenges involved in planning for the integration of open space with denser development in regional centers.

A series of six roundtable discussions was conducted by the New England Environmental Finance Center (NE/EFC) from January through May 2002, one in each New England state. The objectives of the series were to consolidate expertise in financing and coordinating projects that combine conservation and development on the landscape, and to identify key areas of unmet need that could be addressed by the NE/EFC. Each discussion entailed several case study presentations and facilitated discussion about what works, what doesn’t work, and what might work in financing and coordinating efforts that combine conservation and development. Planning For Regional Economic Development In Oregon: Finding A Place For Equity Issues In Regional Governance, John Provo

While the state of Oregon is cited in the new regionalism literature for exemplary land use and environmental planning, this paper focuses on the treatment of equity issues. Implementation of a revised statewide regional economic development program is discussed, contrasting efforts in the metropolitan Portland area with rural southeast Oregon. Despite following very different planning and grant-making processes, both introduced equity issues concerned with ensuring access to the economy. In Portland this meant aspiring to connect economically distressed communities with a successful regional economy while in southeast Oregon a distressed region hoped to connect with the state's growing economy.

Demographic profiles have been created for at the regional and community levels for San Diego County. There is an individual demographic profile for each of 10 Community Collaboratives in San Diego County as a whole. The demographic profiles all have the same structure and consist of the same variables to provide consistency so that comparisons can be made between communities. The profiles were created to provide background information for a larger project, the development of Quality of Life Indices for the San Diego County Alcohol and Drug Services Agency.

A system of measurements, the San Diego Quality of Life Indices (SDCQOLI), is being developed and reported in response to the need of successful prevention of the use and abuse of alcohol, tobacco, and illicit drugs (ATOD) and ATOD service delivery. The purpose of the SDCQOLI is to serve as a utility for public policy applications (ATOD prevention and others), both community-sponsored and initiated by the San Diego County and local governments, in order to achieve the mission of the County of San Diego "...to improve the region's Quality of Life" (County of San Diego...).

In January 2002, Metro Regional Parks and Greenspaces (Metro) and North Clackamas Parks and Recreation District (NCPRD) contacted Portland State University's Planning Workshop class for assistance with a regional trail planning project. Metro is the regional government for the Portland metropolitan area. Within Metro, the Regional Parks and Greenspaces staff administers the parks, open space, natural area, trails and greenways acquisition program for the citizens of the region. NCPRD is a special service district of Clackamas County that provides park and recreation services to communities in the northern portion of the county.

A recent "farms to school" movement designed to expand the range and quantity of local foods, especially produce, has taken root across the U.S, with support from the United States Department of Agriculture. After finding a suitable client school willing to introduce this idea in Portland, this project, identifies incremental and feasible steps that can be taken toward including more locally gown food into the Environmental Middle School's meal service. This article questions the nature of the philosophical commitment to the problem of 'the public' in modernity. To what extent does the natural form of the public determine the use and value of the instruments of pragmatism in the public-private divide. In this interpretation, John Dewey's ideas about 'the public' are presented in terms of how to solve a specific problem through what he sees as 'co-operative inquiry'. The article also examines the role of public space in the process of democratization through the potential of co-operative inquiry. It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.
