La ciudad fue la primera forma de participación ciudadana. La polis griega, fundada en la democracia integraba al ciudadano a su actividad. El a su vez, la asumía como suya, como propia. Este sentido histórico se fue perdiendo. Ala par que el desmesurado crecimiento urbano alejó y distanció a esta relación; el Estado se fue complejizando hasta establecer una separación extrema que llevó en un primer momento a su diferenciación con la ciudad.
Pero poco a poco y de manera creciente se fue produciendo, por un lado, la separación del organismo político de la organización social -característico del Estado moderno- …
