The plan is intended also to serve as a guide for the Bureau's Capital Improvement Program (CIP), which is revised annually. Through Park Futures, capital projects can be used to implement and carry out the recommendations outlined in the plan. As with other master plans, Park Futures should be updated frequently to reflect changing conditions and needs.

The Commons: A Multidisciplinary Approach To Nonprofit Organization, Voluntary Action And Philanthropy, Roger A. Lohmann

The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond. "When the Rhode Island Comprehensive Planning and Land Use Regulation Act was passed by the General Assembly in 1988, the state became one of a handful of states that sought to bring order out of the chaos of development. The results of that legislation are slowly starting to emerge.
The original law stipulated that by the end of 1990, each city and town would file with the state a comprehensive plan which addressed nine elements. Subject to state approval to ensure compatibility with state goals and policies, the plans will allow communities to better deal with problems related to growth."

In 1987 New York City adopted the report of its "Commission on the Year 2000." A year later Los Angeles followed the same course and approved a report prepared by its "Los Angeles 2000 Committee." In Oregon we have been equally active in the development of alternative scenarios and strategic plans for the year 2000. The Oregon Progress Board and its Benchmarks is just one example. In the last two years, Portlanders of all backgrounds have begun to pay serious attention to the problems and opportunities created by the increasing racial and ethnic diversity of their metropolitan area. The Oregonian and the broadcast media have focused a number of stories and reports on racial relations and racial tensions. It is useful to determine trends from the past and the present in order to plan for the future, a common method of analysis. This article analyzes the impacts of malls on the character and economic base of a community. Based on both applied planning and academic research, it is clear that malls stimulate major changes in the community fabric. It is also apparent that community leaders who have a clear perception that their cities and towns have the potential to attract malls, and prepare for them, will be able to gain far more from their development than those that simply wait and see.
