The McMinnville School District (MSD) enrolled 6,411 students in Fall 2010, a decrease of 156 students (2.4 percent) from Fall 2009. The decrease occurred at all levels, including losses of 98 students (3.2 percent) in elementary grades K-5, seven students (0.5 percent) in middle school grades 6-8, and 51 students (2.5 percent) in high school grades 9-12. In spite of this year’s enrollment decline, district-wide K-12 enrollment in Fall 2010 was 381 students (6.3 percent) larger than in Fall 2005. The Population Research Center (PRC) has prepared district-wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past five years. This study includes forecasts of district-wide enrollment for the 10 years from 2011-12 to 2020-21 and forecasts for individual schools for the five years from 2011-12 to 2015-16. The 10 year horizon of the district-wide forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. The Portland Public School District (PPS) enrolled 45,592 K-12 students in Fall 2009, an increase of 568 students (1.3 percent) from Fall 2008. This growth breaks the string of 12 consecutive years of enrollment losses and represents the District’s biggest growth since 1992. Growth was concentrated at the elementary level (K-5th grade), which added 577 students (2.6 percent). District-wide secondary levels experienced relatively stable enrollments, with a loss of 55 students (0.6 percent) in middle school grades (6th-8th), and growth of 46 students (0.4 percent) in high school grades (9th-12th). The Bend-La Pine School District (BLPSD) enrolled 15,898 students in Fall 2009, an increase of 61 students from Fall 2008. This followed a loss of 13 students between Fall 2007 and Fall 2008. These two most recent years are in sharp contrast with the previous 19 years of uninterrupted gains of more than 200 students each year. K-12 enrollment growth averaged about 350 students per year from 1990 to 2000, and about 400 students per year from 2000 to 2007. The McMinnville School District (MSD) has experienced nearly uninterrupted enrollment growth for more than 20 years due to a growing economy and rapid housing and population growth within its boundaries. By Fall 2007, total K-12 enrollment reached 6,327 students. The Fall 2007 enrollment was an increase of 97 students over Fall 2006, and amounted to 735 more K-12 students than five years earlier, in 2002-03. The area served by the Phoenix-Talent School District (PTSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 2,708 students in 2007-08 was five percent lower than its 1999-00 peak of 2,839. The enrollment decline is largely attributed to the smaller elementary classes of the early 2000s, compared with the peak enrollments of the middle to late 1990s. This forecast for the 2008-09 through 2017-18 school years has been prepared as a supplement to the 2008-09 to 2012-13 forecast that was presented to the TTSD Board in December, 2007. The Tigard-Tualatin School District (TTSD) enrolled 12,460 students in Fall 2007, an increase of 153 students (1.2 percent) from Fall 2006. Growth was concentrated in the secondary grades, with increases of 59 students (2.1 percent) in middle school grades 6-8, and 93 students (2.4 percent) in high school grades 9-12. Elementary grades K-5 enrolled only one more student in Fall 2007 compared with Fall 2006. Total K-12 enrollment in the Grants Pass School District 7 (GPSD) has fallen in the most recent two years, between 2005-06 and 2006-07 and again between 2006-07 and 2007- 08. This is the first time in at least 20 years that the District has had two consecutive years of enrollment decline. The area served by the Rogue River School District (RRSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 1,101 students in 2006-07 was 19 percent lower than its 1995-96 peak of 1,364. The largest sustained elementary enrollment losses occurred between 1999-2000 and 2002-03, while most of the secondary enrollment losses have occurred since 2002-03. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) presenting three different Enrollment Forecast scenarios for the District between the 2007-08 and 2016-17 school years.

The Portland Public School District (PPS) enrolled 45,446 K-12 students in Fall 2006, a decrease of 676 students (1.5 percent) from Fall 2005. This was the second consecutive year that PPS lost about 700 students, following three years of much steeper losses averaging over 1,500 annually between 2001-02 and 2004-05. Enrollment has fallen in each of the past 10 years, and the 2006-07 K-12 enrollment was 17 percent below its 1996-97 peak of 54,697.
