The Historic Faubourg Tremé community of New Orleans is leading the community strategic planning process through the efforts of their neighborhood association. With the help of WhoData.org, a public participation geographic information systems (PPGIS) project that was implemented in 2009, residents and volunteers from Project Homecoming are gathering the necessary parcel-level data to support new visions to recapture, maintain, and plan for change. The on-the-ground surveys use the WhoData PPGIS models for surveying commercial development activity, property conditions and other quality of life issues. In the spring of 2015, University of New Orleans (UNO) students enrolled in the MURP 4081/5081 course-Applied Geographic Information Systems: Information Technology for the Planning Profession (also known as ‘Applied GIS’) led by Dr. Michelle Thompson. Next year (2016) marks the 30th anniversary of the Neighborhood Development Foundation in New Orleans. To celebrate thirty years of outreach with the community, NDF seeks to highlight many of the homeowners in the community affected by NDF over the years and their homebuyer education courses. The research represented in the 30 year report will be focused in (1) what NDF has accomplished over the past three decades, and, (2) most significantly, who they have affected. Abstract: In 2005, New Orleans, Louisiana experienced an interruption in its neighborhood life cycle due to Hurricane Katrina. While federal, state and local administrative policies have tried to manage the process of recovery, the non-profit sector has been a key to the recovery. This paper will examine the case study of the Beacon of Hope Resource Centre (BOH) whose ability to collect data, expand citizen engagement and influence policy made a positive impact upon economic development through public participation geographic information systems (PPGIS) with the Regional Planning Commission and the Department of Planning and Urban Studies, University of New Orleans. …

Uno’S Planning And Urban Studies Department Completes Mapping And Analysis Of Tremé, Michelle M. Thompson

Ninety-seven percent of the buildings in the historic Tremé neighborhood are rated either good or fair, according to a comprehensive mapping and analysis project completed by the University of New Orleans Department of Planning and Urban Studies. Out of 670 total buildings rated in the survey, 525 were deemed to be in good condition, while 124 were rated fair and 21 (3 percent) were rated poor. The property condition survey was conducted in the spring of 2013 for the Historic Faubourg Tremé Association by WhoData in coordination with Project Homecoming. The "Historic Faubourg Tremé Association Mapping & Analysis" is a continuation of public participation geographic information systems (PPGIS) work started with WhoData.org in spring 2014. The mapping of on-the-ground property conditions with City designated blight provides the HFTA Land Use Committee with additional resources to develop and deploy plans to revitalize the whole of Tremé. The maps and analysis were completed by the University of New Orleans Department of Planning & Urban Studies students in MURP 4081/5081 Information Technology for the Planning Profession.

Since 2009 the team of volunteers has provided organizations in New Orleans - LA, Boston - MA and Ithaca - NY with resources that aid in the recovery, renewal and/or redevelopment of communities. WhoData.org, a community-focused public participation geographic information project, aims to share data that academic, public, private and non-profit organizations can use to assess, monitor and manage quality of life issues. WhoData empowers resident-led, non-profit or communityfocused groups, primarily in New Orleans, with training and resources to map and analyze data they collect on neighborhood conditions and trends. The community data information system, www.whodata.org, houses the results of property condition surveys. Planners have a unique ability to consume information and address both policy and practical issues on a variety of scales – from neighborhood to regional to international. The use of information technology, specifically geographic information systems, continues to expand the planners’ toolkit. Applying these tools requires planners to go beyond synchronous inductive and deductive reasoning and move towards ‘integrated thinking’. Spatial literacy allows citizen planners to question and advocate for public policies based upon community data that has not been readily available to decision makers in municipal government. Technology plays a vital role in public and private businesses, governments, and organizations, and can be especially useful to organizations that may know the least about it. Unfortunately, many Community Based Organizations (CBOs) have traditionally been unable to embrace contemporary tools due to lack of capacity, time or money. This paper begins to identify issues related to the technology gap faced by CBOs in a case study that examines community economic empowerment for the Dudley Street Neighborhood Initiative® (DSNI).
