Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Dense co-location of companies different from industries in large urban areas creates an environment for deploying new knowledge and increasing productivity of companies. The objective of the survey on federal funding for economic development was to assess some of the challenges facing county governments in the state of Ohio as they attempt to access federal funding for economic development purposes. Federal funding is important to local governments because it is a significant resource to communities that are able to secure such grants. The primary goal of the Northeast Ohio Barometer of Economic Attitudes (NEO Barometer) is to provide meaningful information about what the public knows and perceives about the region. The Barometer is designed to provide a reliable and objective opinion-gauge of the people in Northeast Ohio. Since 2004, it has been tracking the public’s perception of the region’s general economic development progress, as well as opinions on regionalism and economic development initiatives. This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity. Development and implementation of administrative programs are important steps in the process of change through public law and policy. These programs set the specific mechanisms that will be used to carry out the intent of the law or policy as best an agency can determine. Jefferson Village is an incorporated municipality in Northeastern Ohio, with a population in 2000 of about 4000 residents. Originally founded in 1803 and incorporated in 1836, the Village has been the county seat for Ashtabula County since 1807. The Village is centrally located in Ashtabula County, 10 miles south of Lake Erie, and 10 miles west of the Pennsylvania border. Interstate highway 90 runs parallel to the lake shore, about 6 miles north of the village; and State Route 11 is a major north-south connector located about 2 miles east of the village. This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

Regional cost-of-living differences affect the quality of life that individuals and families experience in different metropolitan areas. Yet, lack of metropolitan cost-of-living indexes has left analysts without the ability to make accurate cost-of-living adjustments to measures of economic wellbeing. This paper evaluates alternative approaches to cost-of-living measurement and then applies the ACCRA cost-of-living index to various US metropolitan area datasets, including median household income, the number of people living in poverty, and family eligibility for the Free and Reduced Price School Lunch and Head Start programes to illustrate some of the policy impacts of adjusting economic indicators of wellbeing for …

In recent years, there has been a growing focus on entrepreneurship as a principal source of economic growth. Many economic development practitioners and public policymakers are taking note of this, shifting attention and resources toward activities to support entrepreneurship. This reflects a broader shift toward strategies that spur growth from within (endogenous growth) rather than seeking economic gains from the outside (exogenous growth).

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. The intention is to repeat the survey annually for the next several years to identify trends that might emerge.
