Horse and buggy transportation is spreading as rapidly as its Amish and Old Order Mennonite users are, as are buggy crashes with motor vehicles. This study examines the primary causes of 76 reported horse and buggy crashes in Pennsylvania in 2006. The main crash types identified include a motorist rear-ending a forward-moving buggy, motorist failing to pass a buggy, buggy struck while crossing an intersection, and buggy struck while making a left turn. While causative factors varied for each crash type, major factors include the motorist or buggy driver incorrectly comprehending speed differentials, the motorist acting carelessly around the buggy, …

Car-sharing is a membership-based mobility service that offers short-term vehicle rentals. Studies have shown that car-sharing can increase transportation sustainability by encouraging the use of public transit and reducing vehicle miles traveled. This thesis examines the potential for car-sharing in Richmond, Virginia through an attitude-based qualitative pilot study. Using the theory of planned behavior as a framework, urban and suburban residents were asked questions that measured car-sharing intention strength, mode choice habit, and life change effects. The following thesis is a qualitative comparative case study which investigated the values, practices, perspectives, and strategies of Indian and American community organizers (practitioners and volunteers of non-profits and non-governmental organizations) who use microfinance, including savings schemes, as an instrument within the social intermediation process of developing disadvantaged women's capacities for self-sufficiency/empowerment. The focused inquiry was conducted through similarly structured in-depth interviews of directors, staff members and volunteers/community-based organizers of a women's business center in Northern Virginia, a large U.S. metropolitan area, and a women's federation in the rural Himalayas of Uttarakhand, India. In 1997 the Richmond Redevelopment and Housing Authority received a HOPE VI grant from the U.S. Department of Housing and Urban Development in the amount of $26.9 million to revitalize the Blackwell scattered site public housing community. The mixed income approach of HOPE VI calls for a reduction of public housing units, thus requiring all households to relocate to other neighborhoods. This research analyzed socioeconomic data to examine the relocation of households, assess whether they moved to better neighborhoods, and compare them to other poor households. Community development corporations (CDCs) have become important vehicles for revitalizing urban neighborhoods. These small, multi-disciplinary groups must adapt quickly to changing conditions in the industry. The author interviewed CDC directors and other industry experts from Richmond, Virginia and Atlanta, Georgia to identify and compare contemporary challenges, opportunities and adaptations among community developers. The cost and availability of land, inadequate funding and organizational capacity were significant barriers in both cities. In Richmond, increasing competition, NIMBY and staff retention were other barriers. The United States Corps of Engineers is a federal agency responsible for regulating impacts to wetlands. Permit applications requesting authorization to impact wetlands are reviewed using a three step sequence: avoidance, minimization and compensatory mitigation. A national goal of no net loss of wetland acreage and function in compensatory mitigation has been recommended since 1987.Thirty Norfolk District projects requiring compensatory wetland mitigation in the permit years 1996-1998 were randomly selected for field review. The results showed that 10% of the project were never initiated or completed. Another 19% of the projects showed a net loss of acreage. However, many projects …

The purpose of this project is to evaluate the response of coastal community comprehensive plans to the threats posed by sea level rise. The communities evaluated are Chincoteague, VA, Ocean City, MD, and Rehoboth Beach, DE. The results of the evaluations illustrate to what extent these communities are prepared to deal with sea level rise and provide a basis for recommendations to improve plan quality. The level of community risk and the components of the individual comprehensive plans are evaluated using new models created for this project. An insufficient amount of evaluation research has been conducted on Virginia's annexations. This study helps to fill that void by evaluating the Danville - Pittsylvania County annexation. The thesis attempts to determine if the city of Danville benefited from the annexation and if Pittsylvania County was able to recover from the loss that it suffered as a result of the annexation.

This thesis reports on the results of a survey sent by the author to 148 local and regional planning agencies in Virginia. The mail survey of all Virginia county, city, town, and regional planning agencies showed that computers have been widely accepted and integrated into the planning workplace. Smaller agencies, and those with greater budgetary constraints have yet to realize the computer's full potential, however. The survey yielded an %84.5 total response rate, and covered hardware, software, organization and personnel, and effectiveness issues. It was based upon a similar survey administered in Arizona, New Mexico, and California five years ago. …

The purpose of this study was to investigate current views of professionalism and job satisfaction of registered nurses practicing a variety of health care settings in the State of Virginia. Five research questions were investigated in this analytical-descriptive study. A two percent stratified random sample of 427 registered nurses, female and actively employed, represented all nurses from five regions in the state of Virginia. The demographic findings indicated that the majority of nurses were diploma graduates, staff nurses, employed in hospital settings, and working full-time.
