Issues In Calculating Traffic Impact Fees: A Review Of The Literature, Anthony M. Rufolo, Catherine T. Lawson

Over time, the concern has grown that government is not funding infrastructure investment in United States at a sufficient level. Funding of infrastructure has been a joint effort of all levels of government, but reductions in the federal contribution (after adjusting for inflation) have shifted more of the cost onto state and local governments. Many studies have identified massive funding requirements that are not being met. The failure to meet requirements would be rational if they are based on standards of service which are set unrealistically high or on other conceptual errors; however, failure to provide the funding likely to …

Perceiving And Coping With Exclusion: The Socialization Experiences Of Ethnic Minority Nursing Students, Sarah Porter-Tibbetts

This study focused on the experiences of ethnic minority nursing students at a predominately white institution, the Health Sciences University School of Nursing in an attempt to learn more about the stress, appraisal, and coping of this group of individuals. The University School of Nursing was selected as a comparison site as it offered a setting with no predominate ethnic group. Faculty•s perceptions of students stress, appraisal and coping were sought to provide a context for the students• experience. A review of the literature indicated that ethnic minority students in predominately white universities experience alienation. At some universities white and …

Determinants Of In-Migration Of College Students To The State Of New York, Wonseon Kyung

This paper analyzes factors affecting the migration of college students. Its purpose is to provide a better understanding of the relationship between student migration and state characteristics, including state education policy. The paper begins with an examination of previous migration studies of college students. This is followed by a brief description of the methodology employed in this study. A model for migration to the state of New York is estimated to identify the major determinants which are associated with the student migrant's home state characteristics acting as push factors. Oregon Population Estimates and Reports

This report provides population estimates for Oregon and its counties and cities for the years 1980 through 1991. As mandated by Oregon law, the Center for Population Research and Census at Portland State University, acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These figures must be certified to the Secretary of State by December 15. When certified the population estimates are used in the allocation of certain state tax revenues to cities and counties.

Evidence of physical decline due in part to the rapid encroachment of commercial and industrial activity into some of Portland's residential areas in the mid-1960s and efforts to combat the forces of time and change through neighborhood revitalization provide the basis for this study. Additionally, some of the characteristics often employed in explaining the phenomenon in cities are manifested in the city of Portland. For example, Portland is endowed with a distinctive and well established downtown area that provides opportunities for the establishment of businesses as well as white-collar job opportunities. In the last two years, Portlanders of all backgrounds have begun to pay serious attention to the problems and opportunities created by the increasing racial and ethnic diversity of their metropolitan area. The Oregonian and the broadcast media have focused a number of stories and reports on racial relations and racial tensions. The broad-based strategic planning efforts of the Civic Index project (1989-90) and the Portland Future Focus planning program (1990-91) have pinpointed racial and ethnic relations as one of the central issues that will determine the quality of life in the growing metropolis. In 1987 New York City adopted the report of its "Commission on the Year 2000." A year later Los Angeles followed the same course and approved a report prepared by its "Los Angeles 2000 Committee." In Oregon we have been equally active in the development of alternative scenarios and strategic plans for the year 2000. The Oregon Progress Board and its Benchmarks is just one example. Evaluating the economic conditions of local economies is an important input to the decisions of policymakers, firms, and individuals. General impressions of the condition of national or state economies obtained from aggregate data often mask important subs tate differences in economic performance.
