Hidden Hills, Hidden Meanings: A Neighborhood Study, Terri Ewing
Hidden Hills, Hidden Meanings: A Neighborhood Study, Terri Ewing
Dissertations and Theses
"Hidden Hills" is a secure, isolated enclave of 550 homes, with a long history of political and economic power wielded, in some cases, by families who have lived there for generations. This neighborhood serves as the bedroom for many of Portland's wealthy and well-known and has housed many of Oregon's leading figures. It is faced with SB 917, a 1991 mandate to merge its only formal social institution, its 104-year-old school district, with one of two contiguous districts. Merger will not mean the immediate closure of the school, but will mean the loss of local administrative and political control and …

Assessing The Impact Of An Esl/Bilingual Program By Means Of Instrumental Variable Estimation, John Akanbi Babatunde
Assessing The Impact Of An Esl/Bilingual Program By Means Of Instrumental Variable Estimation, John Akanbi Babatunde
Dissertations and Theses
The purpose of this study was to assess the impact of the Portland (Oregon) public school district's ESL/bilingual program on the academic performance of limited English proficiency (IEP) students. The study attempted to correct a statistical bias that might lead to underestimating the effectiveness of ESL/bilingual programs. This statistical bias is caused by a negative correlation between student achievement and the characteristics which result in a student being placed in the ESL/bilingual program. Several variables and proxies representing characteristics of the school, the neighborhood, and the student's personal background were examined for their contribution to explaining the academic progress of …

This document is the complement to the Issues Analysis. The Issues Analysis looked at the problems and issues which confront the Lents neighborhood. This document proposes actions that can be taken to address the issues identified in the previous analysis. Each section, e.g. Environment, Transportation, etc., has its own goals and subsequent objectives and actions. A goal is a broad statement of what is the desired outcome for the neighborhood. More specific objectives identify what needs to be done to improve things and to remedy the identified problems. The actions are means to achieve an objective. Specific potential implementers are …

Master of Urban and Regional Planning Workshop Projects
This document was produced as a student project by students in the Master of Regional and Urban Planning (MURP) program at Portland State University during the Comprehensive Planning Workshop, Fall 1992. By focusing on a particular sub-area within Clackamas County, we hope to generate ideas and compile issues that may not have been seen in quite the same light as from a countywide perspective

Population Estimates For Oregon: July 1, 1992, Howard Wineberg, Population Research Center, Portland State University
Oregon Population Estimates and Reports
Population estimates for 1992 show that Multnomah County (605,000) continues to have substantially more people than any other Oregon county. Washington County is the second most populous county (340,000}; Clackamas County (294,500) has surpassed Lane County (293,700) for the third most populous county. In 1991, Lane County had 2,200 more persons than Clackamas County (290,900 vs. 288,700). At the other end of the population spectrum, six counties have fewer than 8,000 people. Wheeler County has the smallest population (1,500) with Gilliam County (1,750) and Sherman County (1,800) also containing fewer than 2,000 persons. The other counties with fewer than 8,000 …

Five Downtown Strategies: Policy Discourse And Downtown Planning Since 1945, Carl Abbott
Five Downtown Strategies: Policy Discourse And Downtown Planning Since 1945, Carl Abbott
Urban Studies and Planning Faculty Publications and Presentations
Downtown planning since World War II has been based on constantly changing assumptions about the nature of central business districts. From 1945 to 1955, downtown was seen as the city's unitary center, and the focus of planning activity was the improvement of downtown access and circulation. Between 1955 and 1965, downtown became a declining activity center and failing real estate market; planners and business groups fought decline and competition from the suburbs through programs like urban renewal. In the decade after 1965, a reaction against urban renewal led to a new conception of downtown as a set of distinct functional …

The Urban West And The Twenty-First Century, Carl Abbott
The Urban West And The Twenty-First Century, Carl Abbott
Urban Studies and Planning Faculty Publications and Presentations
In 1964 Oregon novelist Ken Kesey published Sometimes a Great Notion, the impassioned story of a fiercely (even pathologically) independent family of loggers on the southern Oregon coast. The novel is much admired by Oregonians, who read it as a tribute to the vanishing American pioneer. The urban West appears only by implication in the form of a fumbling labor organizer who longs to return to the civilized cities of California. My argument is that what we see is what we're going to get. That is, the coming decades are likely to see the American West continue to work through …
The Evolution Of Federal Transit Policy, Sy Adler
The Evolution Of Federal Transit Policy, Sy Adler
Urban Studies and Planning Faculty Publications and Presentations
Examines how the US federal government came to subsidize a greater share of transit industry costs than most other national governments. Since World War II, downtown activists sought to boost their transit systems in the face of increasingly intense competition from suburban business centers; the transit systems of Los Angeles and San Francisco in particular were shaped by this competition. Downtown activists tried, with varying success, to influence the newly formed regional transit agencies and the Federal Department of Transportation, created in 1964. The federal government's role in urban transit has been characterized by a tension between economic rationalization and …

Rapists And Their Parental Relationships, Yaeko Steidel
Rapists And Their Parental Relationships, Yaeko Steidel
Dissertations and Theses
This dissertation attempts to find out what associations exist between dysfunctional parental relationships in the childhood of rapists and the rapists' violent acts. It also briefly examines the sociocultural effects which nurture such relationships.
Rape, a crime very prevalent in our society today, is now perceived as an acute expression of men's contempt for and anger against women. The former interpretation of rape as primarily a sexually motivated crime is no longer popular. This dissertation attempts to trace the origin of the rapist's psyche from his dysfunctional parental relationships.
Rare data on rapist's family relations from a recent FBI survey …

Springwater Corridor Master Plan, Portland (Or.). Bureau Of Parks And Recreation
Portland Regional Planning History
This master plan sets the direction for development of the Springwater Corridor into the premier urban recreation and alternative transportation corridor in the State of Oregon, with an expected annual user count of over 400,000. With its connections to neighborhood, community and regional parks and open spaces, in addition to employment centers and residential neighborhoods, it will pull users from a region-wide area as well as the 150,000 people who live within a two-mile distance along the route of the Corridor.
Hawthorne Boulevard: Commercial Gentrification And The Creation Of An Image, Rachel Ann Hardyman
Hawthorne Boulevard: Commercial Gentrification And The Creation Of An Image, Rachel Ann Hardyman
Dissertations and Theses
Portland's Southeast Hawthorne Boulevard illustrates commercial gentrification in progress. Once a declining service district, "Hawthorne" is now one of the city's most popular shopping streets. Tracing and classifying businesses, using address listings from city directories, gives an accurate picture of changes since 1980. Three parallel trends can be distinguished in the makeup of the business mix: a shift from services to retailing; a move towards a regional, rather than a neighborhood, market area; and a cultural upgrading associated with the influx of increasingly expensive stores. Classification also aids in the definition of a tipping point at which revitalization became gentrification. …

Regional City And Network City: Portland And Seattle In The Twentieth Century, Carl Abbott
Regional City And Network City: Portland And Seattle In The Twentieth Century, Carl Abbott
Urban Studies and Planning Faculty Publications and Presentations
Although Portland, Oregon, and Seattle, Washington, have comparable early histories, similar economic bases, and parallel demographic profiles, their responses to the rise of a global economy in the 20th century differ. Both were regional capitals in the first half of the century. Since then, however, Portland has kept its traditional role and has gained ground as a regional capital, while Seattle has become a network city transferring goods, services, and ideas reaching beyond the Pacific Northwest.
