This paper examines the path that Portland and its region has taken from being a place showing little evidence of "modern city planning practice" to its current and apparently much more attractive state. First, a cautionary note. We have probably been both more and less successful than it sounds. Stories of municipal accomplishment tend to take on greater dimension the further you get from home. Do All Trails Lead To Oregon? An Analysis Of The Characteristics Of People Moving To And From Oregon 1985 - 1990, Howard Wineberg

Using 1990 U.S. Census data, this report has documented the characteristics of people moving to and from Oregon between 1985 and 1990. Substantial migration occurred during this time with about 404,000 people moving to Oregon and about 281,000 people leaving Oregon. Approximately one half of the people moving to Oregon came from California and Washington and about 60% of the people leaving Oregon moved to these two states. Differentials were found in the characteristics of in- and out-migrants. In particular, in-migrants were more likely to be below poverty, 65 years of age and older, and have difficulty speaking English than …

Least Cost Planning or Integrated Resource Planning is used in the electric utility industry to broaden the scope of choices to meet service requirements. This typically includes methods to reduce the demand for electricity as well as the more traditional electric generation options. Techniques have been developed to compare the cost of electricity generation with the cost of meeting service requirements by reducing electricity usage. In addition to cost considerations, utilities typically take account of uncertainty associated with forecasts and a variety of other considerations in specifying their least cost plan.

Homelessness is a major problem in Portland. Many people here cannot afford housing of any kind. Although the total number of homeless people in the city is not known, an estimated 14,000 Multnomah County residents spent time in homeless shelters during some part of 1993.
The goal of our group, which came together in November of 1994 in Portland State University's Planning Workshop, was to find ways to "improve the lives of homeless campers." Oregon Population Estimates and Reports
This report provides population estimates for Oregon, its counties, and cities for the years 1980 through 1994. As mandated by Oregon law (ORS 190.510 to 190.610), the Center for Population Research and Census at Portland State University, acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These population estimates are used in the allocation of certain state tax revenues to cities and counties.

Improving the quality of remaining life for individuals who are terminally ill and their families is an issue that has become increasingly important in recent years. This issue has evolved from perceived deficiencies of conventional health care institutions in meeting the needs of people who are in the final stages of their life, when curative measures are no longer deemed appropriate. In response to deficiencies in care of the terminally ill and their families, there has been a movement toward humanizing conventional health care and making it more holistic. From December 1994 through March 1995, the D2T2M consulting group took a serious look at the future of Civic Stadium and its position in the regional community. This study was prepared for the Portland Metropolitan Sports Authority.
In an effort to develop a series of alternative scenarios on the future of Civic Stadium the group conducted an exhaustive series of interviews and a national data search. These interviews included financial experts, event promoters, current tenants, city and regional officials, stadium experts, concerned citizens and others.

Pretrial release (PTR) is the permanent or temporary freedom from incarceration for criminal defendants awaiting adjudication of their cases in court. From Anglo Saxon times in England, people accused of non-capital crimes were generally permitted to remain free until judicial officials could hear the charges against them. In America, pretrial release has been advocated by the courts since the colonial era. The U. S. Constitution requires that bail not be excessive, but leaves governments free to decide how bail laws are administered. The study briefly traces the historical developments of PTR up to the present time. The study then centers …

The primary purpose of this project is to promote planning on a watershed basis in the Portland Metropolitan area. We intend to support Metro's Regional Planning Framework process by encouraging a stewardship ethic based on watershed considerations. Atlases characterizing several of Portland's watersheds will provide specific information to three audiences: planners, community activists, and decision makers. The atlases will provide an information base upon which watershed management processes can be built.

Portland's Northwest Neighborhood District ("the District") has a unique character, reflecting its special role in Portland's economic history and its geographical location relative to the downtown area, the Willamette River and the West Hills. Current tensions between the District's function as a close-in, high density residential area and its commercial activities are the most recent iteration of tensions that have existed from the time the area was first settled.
This study examines the impacts of retail and residential land use in the District and how this mixture of residential/retail affects the residential livability.
