Metro, the regional planning organization for Clackamas, Multnomah, and Washington Counties, designated the area in Southwest Portland known as West Portland as a Town Center in its Region 2040 Preferred Growth Concept. Metro's Town Center definition is open to different levels of interpretation without much guidance as to how the Town Center vision (i.e. increased density, a mix of land uses, a sense of place, and an emphasis on alternative modes of travel) is to be planned for and implemented. It is the purpose of this paper to shed a little light on information that has been gathered on the trends of globalization; to examine those trends as they are occurring within the region within the context of the values and goals of the Portland metropolitan area; and to offer classmates an opportunity for exploring the meaning of these trends and values as they relate to their own particular planning projects.

Oregon Population Estimates and Reports
This report provides population estimates for Oregon, its counties, and cities for the years 1980 through 1995. As mandated by Oregon law (ORS 190.510 to 190.610), the Center for Population Research and Census at Portland State University acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These population estimates are used in the allocation of certain state tax revenues to cities and counties.

Violent Youth Gangs In Portland: A Study Of The City's Response, Debra Lynn Lindberg
Dissertations and Theses
Youth gangs infiltrated Portland's illegal drug trade in the early 1980s. By the mid-1980s, entire neighborhoods in some parts of the city were affected. Residents expressed fear that their children would be drawn into gangs. Violence between rival gangs was frightening. Citizens, law enforcement and social services personnel organized to defend themselves and adjust programs to manage the problem. City officials denied a problem existed until a gang style shooting death forced recognition. The shooting death was catalytic in that it launched an effort to respond with a continuum of services. The House of Umoja was one of the services. …

This study explores refuse collection as a municipal service using qualitative methods to examine how government makes decisions about residential refuse collection services in Portland, Gresham, and Beaverton, Oregon. The study explores the history of refuse collection in these three cities to identify factors that influence bureaucratic behavior and decision making when selecting a municipal service delivery option for refuse collection. Public choice and public policy analysis theory are used to discuss those non-monetary considerations present when government makes decisions about service arrangements. The utilization of center-based child care services by working and student parents has increased dramatically over the last two decades, and has been accompanied by an equally strong interest, among the public and researchers alike, in the establishment and maintenance of quality caregiving in center-based care. This study addresses the leadership characteristics of administrators of quality child care centers. The Bosco-Milligan Foundation is proud to present "Cornerstones of Community - The Buildings of Portland's African American History". This publication had its start in February, 1994 when we sponsored a seminar and walking tour at Mt. Olivet Baptist Church to celebrate Black History Month. In the preparation for that program, we knew we had barely scratched the surface in identifying and documenting the buildings associated with African American individuals, institutions, and events throughout Portland's history.
