The purpose of this white paper is to systematically re-examine transportation data sharing issues that have been discussed at length, but in a manner to foster final decisions and closure. In some cases, choices among alternatives may require more detailed analysis or pilot studies. The development of this document has benefited from discussion at the Interorganizational Resource Information Coordinating Council (IRICC) Roads Committee, which has led to this consensus document. Tri-Met collected fare evasion data for buses and MAX trains passing outbound through the Rose Quarter Monday, June 11 through Saturday, July 7. Beginning September 2001, Tri-Met’s “Fareless Square’s” free zone was extended towards the Lloyd District, with an eastern boundary of NE 14th. Prior to this, all trips between the Central Business District and Lloyd Center required a full Zone 1 fare.

Regarding the regional employment rate: is the glass half full or half empty? While the question isn't really that simple, due to the methodology of calculating unemployment rates, it illustrates the classic quandary of ambiguous news. Oregon, like much of the country, has experienced a recent sharp increase in unemployment and the state's jobless rate was declared to be higher than the national average. While this news may appear alarming, in historical context, Oregon's November unemployment rate of 6.4% was not exceptionally high (the rate has since climbed higher). In the aftermath of the events of September 11, Oregon's economy has experienced a downturn, with some reports indicating that Oregon's unemployment rate is now second in the nation. Even before September 11, Oregon earned the dubious reputation of having the highest hunger rate in the nation. In a recent interview, Suzanne Feeney, Director of the Institute for Nonprofit Management and Associate Professor of Public Administration at Portland State University, spoke with Rachel Bristol, Executive Director of The Oregon Food Bank, to get her views about the struggle to feed the hungry.

Founded in 1972, the Trust for Public Land (TPL) is a national non-profit organization that works to protect land for its natural, scenic, and recreational values as parks and open space. One way that TPL accomplishes this is through holding property temporarily until the land can be permanently protected by a government agency or a community land trust.

Prior TransNow funded research by Portland State University (PSU) and the University of Washington (UW) in cooperation with Tri-Met, the transit provider for the Portland metropolitan area, has utilized a rich set of archived data from the Automatic Vehicle Location (AVL)-based Bus Dispatch System (BDS). Tri-Met is one of the few transit agencies that archive AVL data for analysis and research.

As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

This issue of the Periodic Atlas focuses on how metroscape residents voted in the 2000 general election. We have used geographic information systems (GIS) technology to map the distribution of votes in each election precinct across the region for the presidential race and all the measures on the Oregon ballot. A review of Oregon's Measure 7 ballot initiative, its history, and future impacts. The measure, which was on the state ballot in 2000, was the most sweeping property rights measure ever seen in this country's history. Although the measure passed, it was later ruled unconstitutional, and was being reformulated for inclusion in the upcoming November election.
