The Our Table Cooperative brings stakeholders from all levels of the food system together as member-owners within the same organizational structure. By sharing costs and infrastructure, the cooperative seeks to show that small and medium scale agricultural production can be economically viable. After a 2010 Association of Collegiate Schools of Planning (ACSP) conference bus erupted into chatter from a tour guide’s passing comment about a new ordinance allowing chickens into Minneapolis backyards, I wondered about the magnitude of the urban chicken movement. Legalizing urban chickens is, in fact, occurring more often. A Lexus-Nexus Power Search of the term ‘chicken ordinance’ does not even register a hit in 2000. Yet in 2010, 141 articles discussed potential changes to urban chicken ordinances. Such an explosion of national news coverage suggests urban chicken keeping reaches beyond Portland’s borders.

This year, the Portland metro area recognizes the 40th anniversary of Senate Bill 100’s signing into law by the late Governor Tom McCall. This landmark legislation paved the way for Oregon’s renowned land use planning system and pioneering urban growth boundaries. Since the implementation of the state’s first urban growth boundary (UGB) in the 1970s, the UGB has become a model for anti-urban sprawl efforts nationwide and has helped to preserve vast areas of agricultural and forest lands statewide. The celebration of the 40th anniversary of Senate Bill 100 provides us with an excellent opportunity to reflect on metropolitan Portland’s agricultural landscape. The landmark legislation passed in 1973 has helped to protect countless acres of the region’s precious agricultural soils—some of the richest known in the world—from development. Perhaps most importantly, however, the legislation has helped to preserve the important bond between the region’s urban areas and their hinterland, and to secure the region’s local food system. School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2013‐14 and 2022‐23. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range forecast scenario are also presented for the 10 year period.

During the past three decades, research in travel behavior has generally proceeded from broad-level, aggregate analysis of mode share--the proportions of walking, bicycling, transit, and vehicle travel occurring in traffic analysis zones, census tracts, neighborhood, or other geographical units--to fine-grained, disaggregate analysis of mode choices and other trip-making attributes at the individual level. One potential issue is whether there are differences in the types of conclusions drawn from results of analyses performed at these different levels, as these results directly inform transportation planning and policy.

This project focuses on developing a vision for the corridor between two new MAX light rail transit stations at OMSI and Clinton Street, which are part of the Portland-Milwaukie Light Rail (PMLR) project, connecting downtown Portland with north Clackamas County via southeast Portland.

This vision must be created with respect to the industrial sanctuary that flanks this stretch of light rail corridor to the west and the residential and light industry to the east.

To understand the impact of daily travel on personal and societal well-being, researchers are developing measurement techniques that go beyond satisfaction-based measures of travel. Metrics related Subjective Well-Being (SWB), defined as an evaluation of one's happiness or life satisfaction, are increasingly important for evaluating transportation and land-use policies. This dissertation examines commute well-being, a multi-item measure of how one feels about the commute to work, and how it is shaped. Data are from a web-based survey of workers (n=828) in Portland, Oregon, U.S.A., with three roughly equally sized groups based on mode: bike, transit and car users. Descriptive analysis shows …

The studio glass movement first arose in the United States in the early 1950s, and was characterized by practitioners who wanted to divorce glass from its industrial associations and promote it as a fine arts medium. This movement began in a few cities in the eastern part of the country, and in Los Angeles, but gradually emerged as an art form strongly associated with the city of Seattle and the Puget Sound region. School District Enrollment Forecast Reports

The McMinnville School District (MSD) requested that the Portland State University Population Research Center (PRC) prepare enrollment forecasts for use in the District’s long‐range planning. The current study integrates information about MSD and updates the work PRC conducted in 2008 and 2011, providing a snapshot of demographic, housing, and school enrollment patterns and trends. This report also presents an extended district‐wide enrollment forecasts for a ten year period from 2013‐14 to 2022‐23 and individual school forecasts for a five year period from 2013‐14 to 2017‐18.

The Fresh Look Milwaukie: Downtown Road Map project was a collaboration between ALIGN planning, City of Milwaukie staff, and over 300 fantastic Milwaukie community members, to plan for an improved Downtown. Through the project, City staff and ALIGN planning identified shared Milwaukie community values and analyzed how those values interact with current Downtown plans, as well as current physical and economic conditions. It was developed at the request of Living Cully: A Cully Ecodistrict, an innovative partnership of three community-serving organizations, Hacienda CDC, the Native American Youth & Family Center (NAYA) and Verde. In 2010, Verde established Living Cully as a strategy to introduce new environmental assets into Portland’s Cully Neighborhood. A lack of land use controls on sexually oriented businesses contributes to the unique configuration of Portland, Oregon's strip clubs: nearly fifty clubs are distributed throughout the city's neighborhoods. Considered a locally unwanted land use (LULU) by many, these strip clubs are regulated by a variety of formal and informal social processes in the absence of zoning. This qualitative study explores drivers and constraints shaping the spatial configuration of Portland's strip club industry as well as influences on land use conflict at strip club sites and working conditions for women who work as exotic dancers in the clubs. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). This research serves to evaluate ancillary applications for a system developed by the Oregon Department of Transportation (ODOT) to simplify WMT collection. The data collection system developed by ODOT – Truck Road Use Electronics (TRUE) - includes a smart phone application with a Global Positioning System (GPS) device and microprocessor. The TRUE data has enormous advantages over commercial truck GPS data used in previous research due to its level of disaggregation and its potential to differentiate between vehicle and commodity types. This presentation analyzes ethical consumption practices in alternative markets with a sector-specific focus evaluation of indicators and impacts. The paper reviews qualitative research conducted on Portland’s artisan economy with a focus on the independent or do-it-yourself (DIY) craft sector and presents follow up methods. General findings demonstrate ways market perceptions of sector participants reveal value-driven practices, illustrate impacts on production (through the role of place), and highlight impacts of market practices on producer accountability and consumer choices. Specific findings indicate drivers of the DIY market include integrity of production and consumption, communitarian values, minimal concern about competition, and attitudes of …

Children’s snacking habits are influenced by their immediate food environments. Increasingly, findings show that factors such as corner stores near schools are related to obesity. This study was conducted in preparation for a larger, community-based participatory research project to create "healthy snacking zones” near schools in a rural Oregon county. The objective was to assess healthy snack availability in stores located within a half mile radius of high- and low-income elementary and middle schools in Portland, Oregon. This poster presents the results of a survey of North American jurisdictions with known installations of bicycle-specific traffic signals and a review of available engineering guidance. Surveys were sent to agencies in 21 jurisdictions (19 in the United States and two in Canada) that requested detailed engineering aspects of the signal design such as placement, mounting height, lens diameter, backplate color, type of actuation, interval times, use of louvers, and performance. This study focuses on the effects on the housing market, particularly the loss of affordable housing. It builds upon earlier studies to consider a broader interpretation of displacement that encompasses not just when a household is forced to move by conditions that affect the dwelling, but also to take into account changes in the neighborhood as a whole. These neighborhood changes can result in a neighborhood’s inability to provide basic services that make it impossible to continue residency as a “voluntary” response. Oregon Department of Transportation’s (ODOT) Transportation Planning and Analysis Unit (TPAU) developed a land use modeling tool called the “Land Use Scenario Developer in R” (LUSDR). LUSDR is a modeling tool, written in the “R” language, that may be used to predict and analyze regional land use changes probabilistically, creating a distribution of possible outcomes. It is designed to be integrated with travel demand modeling programs, making it potentially valuable for analyzing the interaction between transportation and land use when assessing various growth-policy and socioeconomic assumptions.
