Many cities throughout the United States have created educational “promise” campaigns. Cities such as Kalamazoo and Pittsburgh have offered students money to attend college if they were enrolled in an urban public school and met other specific curriculum goals. These policies were created based on economic development research that cities and regions benefit from having population with education beyond high school. Studies have shown that the more educated a city’s population is, the more rapidly the city will experience growth. As the first step in establishing an economic development committee under a new mayoral administration, the City of Olmsted Falls worked with the Center for Community Planning and Development at the Levin College of Urban Affairs, Cleveland State University, to prepare an analysis of market strengths and weaknesses for retail, office, housing and lodging in the City’s historic downtown area. NASA Glenn is located at Lewis Field, a 300-acre site adjacent to Cleveland Hopkins International Airport. NASA Glenn’s physical plant includes more than 150 buildings that contain a unique collection of world-class laboratories and test facilities. Since the groundbreaking for the Aircraft Engine Research Laboratory of the National Advisory Committee for Aeronautics (forerunner to NASA) on January 23, 1941, more than $680 million has been invested in NASA Glenn’s physical plant. This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. The Living Cities Integration Initiative (TII) began in 2011 as a three-year program to accelerate local initiatives promoting greater economic inclusion in five cities across the country. In Cleveland, Ohio, the TII was known as the Greater University Circle (GUC) Community Wealth Building Initiative and was part of the more comprehensive Greater University Circle Initiative (GUCI) between 2011 and 2013. The GUCI began in 2005 and will continue beyond TII. This report will refer to the three-year Living Cities program as the GUCI/TII.

This study found that – based on selected configurations of communities and specific cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Berea, Broadview Heights, Brook Park, North Royalton, Olmsted Falls, Seven Hills, and Strongsville. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in costs ranging from $117,500 to $1.72 million. This book addresses many of the common reasons why the so-called “Rust Belt” cities suffered decline and the many solutions proposed and efforts already undertaken that seek to reverse the decline and spur rejuvenation. This study intended to examine the impact of the gardening curriculum in an urban elementary school in Cleveland, Ohio. This yearlong gardening education program is introduced to the students in the 4th grade and incorporates a curriculum that includes gardening, nutrition, community service and experiential learning. This dissertation focused on understanding high school students' perception of the goals of education as they relate to those of policymakers, as these perceptions have largely been absent in the dialogue of education reform and policy. These goals may compete with each other, as do broader educational goals, reflecting different societal views of the purpose of education. The supervisory alliance between psychology trainee and clinical supervisor plays an important role in the growth and development of the psychologist in training. There are numerous factors that relate to the supervisory alliance. Previous research has indicated that both positive and negative supervision experiences occur during supervision and they act to influence the supervisory working alliance. A counterproductive event is an example of a negative supervision event in which the trainee perceives that an experience in supervision either harmed or hindered his or her growth and development as a therapist. Reform is a concept that public administration has struggled to define since its inception. The corruption crisis in Cuyahoga County led the region to vote to implement a home-rule government, and replace the three commissioner system with a single county executive and an eleven-member county council under the guise of reform. In addition, Allegheny and Summit Counties each previously implemented similar executive-council elected reform governments for reasons akin to Cuyahoga. The purpose of this study was to examine the role of the Adult Basic Literacy Education/Adult Basic Education and Literacy educators as adult learners and participants in professional development and continuing professional education, their motivation for participation, and the types of activities in which they engaged. The sample consisted of eighty adult literacy instructors who taught in various educational and institutional settings. This mixed method research design included questionnaires and semi-structured interviews to collect data. It not only allows us to translate our perceptions, but it allows our perceptions to speak to us through what he called a "respiration in being" (Merleau-Ponty, 1964). In this process of respiration, artists and artful public administrators alike are inspired by what they see, and expire that which is seen (Merleau-Ponty, 1964).
