This research project consists of an investigation of responses to homeless encampments on rights-of-way owned by Departments of Transportation (DOTs). While DOTs are not housing or social service agencies, their role as major public landowners involves them in dealing with the consequences of homelessness. The research goals included analyzing the prevalence of the problem, documenting how DOTs are responding, and culling from this data information that could be used as a basis for creating a best practices guide. Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. Georgia Tech is deploying an Android tablet application to automatically generate spatial sidewalk inventories, automatically assess sidewalk quality, and prioritize sidewalk repairs. This project focuses on developing a vision for the corridor between two new MAX light rail transit stations at OMSI and Clinton Street, which are part of the Portland-Milwaukie Light Rail (PMLR) project, connecting downtown Portland with north Clackamas County via southeast Portland.

This vision must be created with respect to the industrial sanctuary that flanks this stretch of light rail corridor to the west and the residential and light industry to the east.

To understand the impact of daily travel on personal and societal well-being, researchers are developing measurement techniques that go beyond satisfaction-based measures of travel. Metrics related Subjective Well-Being (SWB), defined as an evaluation of one's happiness or life satisfaction, are increasingly important for evaluating transportation and land-use policies. This dissertation examines commute well-being, a multi-item measure of how one feels about the commute to work, and how it is shaped. Data are from a web-based survey of workers (n=828) in Portland, Oregon, U.S.A., with three roughly equally sized groups based on mode: bike, transit and car users. Descriptive analysis shows …

Existing research has identified transportation challenges that low-income workers face, including a spatial mismatch between suburban entry level-jobs and urban low-income workers. These studies rely on travel models and secondary data and thus may not capture the temporal or other constraints that low-income workers experience. To better understand mobility patterns and accessibility as experienced, this analysis considers commute choices and perceptions of accessibility. Findings are based on open-ended surveys with 50 low-income workers in New Orleans and its inner suburbs. According to a sizable share of respondents (40%), transportation problems do not preclude applying to jobs. Black and centrally located …

This study creates a typology of all fixed transit precincts across the United States to categorize all stations as either a Transit Oriented Development (TOD), Transit Adjacent Development (TAD) or hybrid. This typology is based on an index that accounts for density, land use diversity and walkable design. This study also presents a separate non-typological multilevel, multivariate analysis of transit commuting and the built environment, which is unique in that it is the first national study of transit station precincts of its kind to control for both regional and neighborhood level variables. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). This research serves to evaluate ancillary applications for a system developed by the Oregon Department of Transportation (ODOT) to simplify WMT collection. The data collection system developed by ODOT – Truck Road Use Electronics (TRUE) - includes a smart phone application with a Global Positioning System (GPS) device and microprocessor. Oregon Department of Transportation’s (ODOT) Transportation Planning and Analysis Unit (TPAU) developed a land use modeling tool called the “Land Use Scenario Developer in R” (LUSDR). LUSDR is a modeling tool, written in the “R” language, that may be used to predict and analyze regional land use changes probabilistically, creating a distribution of possible outcomes. It is designed to be integrated with travel demand modeling programs, making it potentially valuable for analyzing the interaction between transportation and land use when assessing various growth-policy and socioeconomic assumptions. This project sought to understand the relationship between urban form, transit service characteristics, and ridership measured at the stop level. Most previous work in this area has looked at these issues separately, by either linking system performance (e.g. on-time performance, cost, etc.) to ridership or exploring the connection between urban form (e.g. density) and transit use. This project synthesized these disparate approaches. While transit service characteristics (e.g. frequency, travel time, etc.) are important to help individuals reach their desired destinations, most transit users are pedestrians at the beginning and end of any transit trip. The regional transportation planning process in the United States has not been easily opened to public oversight even after strengthened requirements for public participation and civil rights considerations. In the effort to improve the public review of regional transportation plans, this paper describes the construction of a proof-of concept web-based tool designed to analyze the effects of regional transportation plans on accessibility to jobs and other essential destinations. In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The University at Albany conducted an examination of campus commuting patterns and behaviors over an eighteen month period. The components included a review of existing options, the development of GIS maps indicating origin points of commutes, a survey of campus perceptions of barriers to using alternative transportation and on-time tracking of mass transit offerings. The study revealed that the success of alternative transportation is hindered by limitations in bus routes and frequency in scheduling, the need for commuters to make additional trips outside their commute route and a distrust of bus reliability.

Dependence on fossil fuels, climate change, and degraded air quality are forcing the auto industry and consumers to seek alternative solutions to the current transportation system. Significant technical breakthroughs are allowing automakers to develop electric vehicles (EVs) that transcend some of the key barriers that limited them historically. Plug in electric vehicles entered the Oregon marketplace in early 2011. A range of reports suggest the demand for EVs will grow rapidly once affordable highway speed vehicles become available. The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The safety performance functions (SPFs) included with this content, however, were developed for several states other than Oregon.
