There is an urgent need for improved models that address the interdependencies between land use and transportation, and considerable new work is underway to develop such models in Oregon and elsewhere. These models and planning practices to integrate land use into the process, however, require the integration of massive amounts of land use data that is messy and incomplete. Multiple studies have stated the advantages of police traffic enforcement on crash reduction (Zaidel, February 2002). It is very important to identify locations and time periods where police enforcement produces the greatest crash reductions. The objectives of this study were to: (1) determine the impact of overtime traffic enforcement on crash occurrence; (2) develop procedures to identify police agencies with potential to reduce targeted crashes; and (3) develop procedures to identify additional time periods in which enforcement activities should be conducted. This report presents finding from research evaluating U.S. protected bicycle lanes (cycle tracks) in terms of their use, perception, benefits, and impacts. This research examines protected bicycle lanes in five cities: Austin, TX; Chicago, IL; Portland, OR; San Francisco, CA; and Washington, D.C., using video, surveys of intercepted bicyclists and nearby residents, and count data. A total of 168 hours were analyzed in this report where 16,393 bicyclists and 19,724 turning and merging vehicles were observed. This study seeks to quantify the effect of the University TRAX light-rail line on traffic near the University of Utah, providing quantitative data that can be used to shape future transportation policies aimed at reducing traffic congestion, energy consumption, air pollution, greenhouse gas emissions, and parking costs. Travel demand models have long been used to estimate and evaluate the effects of transportation improvements, like LRT investments, on network travel flows and times as part of long-range planning studies, using four-step models or more sophisticated urban simulation studies. The objective of this research project is to develop a user interface “test bed” to measure the role of touchscreen kiosks with community connectivity. This interface test bed will apply the knowledge of interface design to the domain of public transit kiosks, with a particular focus on bike share stations. The value of this research is the ability to generate user feedback between community members using urban experiences. Safety, effectiveness and community connectivity of public transit is enhanced with this information interface.

This presentation is a showcase of various GIS tools developed for bicycle network analysis and planning. The showcase includes a tool for assessing community-wide bikeability, a tool for forecasting bicycle volumes based on street topology, and a tool for evaluating different bicycle improvement plans in terms of exposure to danger situations for bicyclists. The tools will be demonstrated with case study data. The presentation will include a review of the Highway Capacity Manual Bicycle Level of Service and a discussion about using bicycle and pedestrian data collected through citizen-volunteer count programs.

Current fixed-route transit service provided by Salem-Keizer Transit is inefficient in the low-density neighborhoods of West Salem, South Salem, and Keizer. The lack of sidewalks, non-gridded circuitous streets, and large single-family residential lots all contribute to a lack of ridership. As a result, traditional fixed-route transit service is not cost-effective in these areas. Through a five month planning process, a group of Portland State University graduate students, better known as Paradigm Planning, tackled the task of addressing this problem in each of the three study areas. The second half of the twentieth century constituted a change in land use ideology and development practice brought about by the rise of the automobile, increasing economic upward mobility, and privatization of the family home. During this time, the districting and building of public schools similarly changed, turning schools from local community centers to regional and de-contextualized places of education. The Fundamental Law Of Highway Congestion Revisited: Evidence From National Expressways In Japan, Wen-Tai Hsu, Hongliang Zhang

The fundamental law of highway congestion states that when congested, the travel speed on an expanded expressway reverts to its previous level before the capacity expansion. In this paper, we propose a theory that generalizes this statement and finds that if there exists a coverage effect, that is, the effect of longer road length on traffic conditional on capacity, then the new equilibrium travel speed could be lower than its previous level. Given the fundamental law, the theory predicts that the elasticity of traffic to road capacity is at least 1. We estimate this elasticity for national expressways in Japan …

Transit serves as backbone infrastructure for many regional and local visions for sustainable urban development. Also, many modern policies predicate transit funding on the potential for transit-oriented development (TOD) near proposed infrastructure investments. However, little research has examined how TOD considerations have informed transit planning. This presentation discusses the results of recent dissertation research that fills this gap. Through multiple transit project case studies and interviews with nearly 100 transit planning professionals, this research categorized how transit projects across 19 U.S. regions were designed to foster TOD and how transit planning professionals identified TOD opportunities as projects were planned. The purpose of the “Freight Down the Middle” study is to assess the potential outcomes for New Orleans neighborhoods Hollygrove and Dixon residents if the Middle Belt option is implemented. The study analyzes current regulations, established data on health impacts, engineering specifications, demonstrated mitigation measures, and case studies to illustrate possible impacts on the neighborhoods. The study area focuses specifically on Hollygrove and Dixon, and statistical data at the census tract level is used to give context to the risk factors inherent to the population groups in the area.

Urban bicyclists’ uptake of traffic-related air pollution is still not well quantified, due to a lack of direct measurements of uptake and a lack of analysis of the variation in uptake. This paper describes and establishes the feasibility of a novel method for measuring bicyclists’ uptake of volatile organic compounds (VOC) by sampling breath concentrations. Early results from the data set demonstrate the ability of the proposed method to generate findings for transportation analysis, with statistically significant exposure and uptake differences from bicycling on arterial versus bikeway facilities for several traffic-related VOC. In this seminar, Tara Weidner will discuss changes in the works to the State Analysis Procedures Manual (APM) to include three graduated levels of bike planning methods for use in Oregon communities, based on community size, data needs, and planning stage. These include the Bike Level of Traffic Stress (BLTS), a sketch tool used to assess bike network connectivity, the data-heavy Highway Capacity Manual Multi-modal Level of Service (MMLOS) procedures, and a simplified MMLOS developed by the same researchers.
