This issue of the Trotter Review focuses on a broad range of questions and issues concerning the economic development of the urban black community. This subject is timely and important given the continuing crisis surrounding the social and economic development of black communities in urban America. Poverty, poor health, unemployment, inadequate housing, and other related concerns, will continue to plague black communities to a greater extent than other communities until effective and comprehensive economic development strategies can be developed and pursued.

This issue of the Trotter Review challenges the notion suggested by some that the pursuit of economic development strategies …

'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong

Research Collection School of Social Sciences

This paper explores the question of who defines the agenda of environmental concerns in Singapore. It argues that the state plays an inordinately large role in defining the agenda and implementing the solutions. Few other competing environmental agendas have been set in alternative public arenas. While this has worked generally well in Singapore, there are larger roles for environmental groups, businesses and industries, and other bodies to play. It is in the enlarged roles of these bodies that the hope for a greater democratization of public arenas in Singapore lies.

What lies at the heart of the continuing efforts at social education and engineering? We argue that they stem from a political elite which recognises the constraints facing Singapore and the need to deal with them at national level. Specifically, the government in Singapore has recognised the spatial constraints of an island-state and the dangers of a burgeoning population, particularly in relation to the need to sustain a viable urban ecosystem. The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond. This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. Columbia Villa Recycling Project: Final Report, Gerald F. Blake, Lynne Storz

In 1983, the Oregon legislature enacted the nation's first recycling bill. The bill called for a state-wide curbside recycling program in communities of 4,000 and over, aimed at reducing the volume of waste going to landfills and increasing participation in recycling. In the Portland area, the curbside recycling effort has focused primarily on single-family residences, while multifamily dwellings, including apartment buildings and condominiums, have received less attention. One of the most serious problems confronting Portland's recycling efforts is gaining the cooperation of apartment building owners, managers, and tenants to participate in source separation and recycling.

This report examines the Multi-Family Recycling Program sponsored by the City of Beaverton and operated by Portland State University's Recycling Education Project (REP). The program operated from July 1, 1989 to June 30, 1990. The purpose of the program was to implement a pilot recycling program that addressed the unique needs of apartment and condominium dwellers. The effort involved establishing 30 recycling systems in multi-family buildings. The program used a multi-materials approach that included separating newspaper, clear, green, and brown glass, tin, aluminum, and cardboard.

The study investigates the existence of a commercial form of gentrification. Seventeen characteristics of residential gentrification--developed empirically by researchers of that process--are advanced as working hypotheses and tested in Broad Ripple, Indiana. Methodology includes a questionnaire, direct interviews, and various other data sources. The research concludes that commercial gentrification exists, and is a private-market process which expands via contagious spatial diffusion. The study area was one of the city's oldest neighborhoods, had a unique physical character, was in a favorable location for commercial activity, was accessible to its market, contained sound, available, and affordable structures, and experienced a rapid increase …

The authors are at present engaged in a Swedish-Chinese interdisciplinary and crossectional project on housing and health in Beijing. This article is concerned with a literature review on the topic and general observations during two recent visits to China.

After some basic assumptions concerning high-rise dwellings, private space and life style, this paper contains explicit comparisons of the design, use and experience of traditional courtyard houses, flats in midrise and high-rise buildings as well as a comparisons of two vulnerable groups , i.e., children and elderly residents.

The purpose of this study was to examine the perceptions of role and function of trustees and chief professional officers (CPOs) in non-profit, human services agencies that are members of the United Way of South Hampton Roads. Thousands of volunteer hours are expended annually in serving on boards of directors in the Hampton Roads area. These trustees who serve are legally accountable for the agencies, and have certain duties prescribed by their by-laws. However, role confusion and conflict exist over specific duties of trustees.

Previous years of economic growth contributed to an increase in federal, state, and local planning agencies, in addition to regional and special purpose bodies with territorial or functional responsibilities. In times of growth, planning was viewed by many as a type of urban engineering and applied social science characterized by objective fact-finding and the so-called rational model. In 1978 when the Population Council formulated a program to learn more about low-income urban women’s access to services, the dearth of information was striking, particularly in contrast to the emerging body of information delineating access to credit, extension, membership in rural institutions, and representation in local governments.
