Many aspects of the future seem imponderable, in the sense that they are impossible of reckoning, and into this category falls the plight of cities. That portion of the cities which is marked by physical blight, continuing property and human deterioration, and myriads of problems of survival-the so-called "inner city" is even more elusive of future prediction and remedy. Theoretician and practitioner alike appear to be enmeshed in an endless web of conceptual gossamer, and palliative ministrations to a relative few targets within their purview.

The United States is becoming a country of urban dwellers. Much of this urbanization is occurring outside of the legal city in what is called the urban fringe. Among the solutions advanced to deal with the problems of urban sprawl is the annexation of such areas by the central city. Before annexation can become a reality, its feasibility from a cost-revenue approach must be assessed. Today's police administrators need administrative policy statements that can be easily followed by individual officers in reacting to civil disorders.' Historical analysis reveals a system in which the police have deepened racial divisions in the United States by failing to cope with problems in ghetto areas. Employing careless policies, sometimes initiated by the police chief and other times initiated by the individual officer, the police have shown weaknesses in two major areas. First, the police have no established procedures to follow when civil disturbances erupt. Second, the police have over-reacted to civil disturbances, apparently manifesting anti-black fury by means of …

Stockton is a city suffering from the sudden realization that it is no longer a small farm town, end that in the process of becoming a moderate-sized city, a community faces inevitable growing pains.

The municipal recreation phase of city government well illustrates this fact.
