The Illinois Community Technology Fund (ICTF) came about through the SBC/Ameritech merger that set aside $1.5 million in 2000 to provide advanced telecommunications services and skills necessary to improve the quality of live for low-income and rural Illinois populations through organizational grants. This is an evaluation report of a multiple organization community technology project funded by the Illinois Community Technology Fund. These funds were distributed in 2001 and 2002 grant rounds to prepare citizens to live and work in a growing technological society. Remember when Americans had hometowns? "Where are you from?" we'd ask one another.

And the answer would come back: New York City. St. Joseph, Mo. Atlanta. Santa Barbara, Calif. Chattanooga, Tenn.

But odds are that now we'd get a more complicated response. It'd go something like this: "Well, I was born in Atlanta but we moved to Baltimore when I was 11 and in my junior year of high school, we went out to L.A. I've been in Chicago for a year."

And even this might not be quite accurate. The speaker may have been born in an Atlanta exurb …

Democracy in a post-industrial society such as the United States is increasingly characterized as a system of governance orchestrated by the media to shape a mass of passive consumers who live in non-places. Because of the scale and structure of the political economy, we have come to understand the body politic as an adversarial system in which the primary responsibility of the citizen is to vote and consume. Minority Threat And Police Strength From 1980 To 2000: A Fixed-Effects Analysis Of Nonlinear And Interactive Effects In Large U.S. Cities, Stephanie L. Kent, David Jacobs

Sociology & Criminology Faculty Publications

Many studies have assessed threat theory by investigating the relationships between the size of minority populations and police strength. Yet these investigations analyzed older data with cross-sectional designs. This study uses a fixed-effects panel design to detect nonlinear and interactive relationships between minority presence and the per capita number of police in large U.S. cities in the last three census years. The findings show that the relationship between racial threat and the population-corrected number of police officers has recently become considerably stronger. In accord with theoretically based expectations, tests for interactions show that segregated cities with larger African American populations …

Our understanding of and interest in how retirement impacts the lives of individuals have grown over the past 20 years. Studies to date have ranged from small, convenience samples composed primarily of men to large, national longitudinal samples of men and women from different professional and socioeconomic backgrounds. There is consensus in the literature that older adults generally function better with a partner; however, gaps remain. We know little about the impact of retirement beyond the individual, although research in other areas on couples has produced evidence of crossover and contagion effects relative to depression and other outcomes, including absenteeism, …

Despite historically low interest rates, organizations across the nation have become increasingly concerned about the impacts of regulatory constraints and anti-growth sentiments on the availability and cost of housing. This concern is by no means limited to a few “high cost” areas like Boston and San Francisco. It can also be found in Iowa City, where new single-family houses were recently selling from $150,000 to $375,000 (prices readily considered affordable in many larger metropolitan areas) and even in rural areas where spill-over growth and “drive to qualify” solve the commuter’s affordability problem while creating unforeseen affordability problems for the rural …

In partnership with Native Americans In Philanthropy this report gives basic demographic information on 60 grant making entities grouped into three categories: 1) Native foundations that are independently incorporated; 2) 501c3 Native organizations; and 3) tribal funds. These categories capture the variety of Native controlled approaches currently at work in the field.

The Native Foundations category includes thirty-six Native controlled, independently incorporated grant making foundations that were operating in the United States during the years 2001-2003. These foundations received their 501c3 charitable designation from the Internal Revenue Service (IRS) and are largely committed to carrying out a grant making function. …

This paper documents a youth garden that was developed in 2000 through a university-community partnership in a low-income, predominantly Latino neighborhood in southwest Detroit. It involved four community-based organizations and several residents -- youth among them -- from the neighborhood, in garden planning, set-up, and management. Kids grew vegetables of different kinds to take home and ate healthy snacks at the garden. They learned about the importance of vegetables and fruits to healthy diets, the nutritional value of particular vegetables, and how to grow vegetables. At the end of the season, we documented increased interest among kids in eating fruits …

CURL worked with the National Neighborhood Coalition (a coalition of national and local organizations concerned with building the capacity of neighborhood-level organizations throughout the U.S.) to collect survey data and conduct focus groups that gave NNC an understanding of current and emerging policy issues at the local level. CURL worked with NNC in presenting these results at a Neighborhood Development Trend Summit in Washington, DC in June 2003. The summit engaged community leaders, private and public sector thought-leaders, policy makers, and funders in dialogue about the most significant trends and issues affecting the future of neighborhoods.

The location, availability, and quality of housing shapes one's social networks, affects access to jobs, and impacts on social relations within the housing unit. However, access to affordable housing is limited for a significant portion of the population in the urban United States. In this study, I interviewed eighteen African-American and Puerto Rican single mothers in two low-income neighborhoods of Philadelphia about how they create and maintain their housing arrangements. This report, focusing on the national relationship to local organizations, local and regional coalitions, and the forging of complementary relationships, shows that the work of advocates based in Washington can be bolstered by a renewed immersion in the day-to-day challenges of "local" groups. The frustrations of the "local" groups can be mitigated with a deeper appreciation of the constrained realities of federal advocacy in a period of devolution, retrenchment in social services and relentless assault on the role of government in providing basic supports for people and their communities. Drawing from a broad range of existing data sources, researchers documented areas of reduced inequality as well as other areas of persistent inequality.

As the world's largest retailer, the Wal-Mart Corporation exemplifies unsurpassed store location strategy. The purpose of this study is to identify socio-economic indicators of store location and to determine whether they vary spatially across the United States. First, a linear regression model is employed to identify key socio-economic variables that associate with store location in four regions of the United States. The study includes analyses of Georgia, Indiana, New York, and Washington, which represent the southeast, midwest, northeast and west, respectively. Last January we sat with about thirty Cubans in a community arts center in Boyeros, on the outskirts of Havana, Cuba. The group included artists, teachers, social workers, government officials, architects, engineers and health professionals, all working in Boyeros. We were leading a three-day participatory planning workshop to help this group identify ways that the 1930s Art Deco arts center, currently under renovation, could be used to spark broader community development. This report examines an innovative partnership designed to assist the employment needs of immigrant women who are survivors of domestic violence. In late 1999 a partnership was formed between The Enterprising Kitchen (TEK) and Apna Ghar, two organizations that are located in Chicago’s Uptown community. Apna Ghar, which provides services including shelter and counseling to South Asian immigrant women, sought client assistance from TEK, an intensive employment training program for women who are very marginal to the labor force. This report examines the first eighteen months of the partnership in which Apna Ghar referred twelve women to TEK’s training slots. …

Several high profile moral panics have been investigated by social scientists but with relatively little new theoretical developments. This research hypothesizes that there are two different forms of moral panic that have not been discerned by other researchers. I call these: metapanics and localized panics. Girl World, a program within Alternatives Inc in the neighborhood of Uptown on Chicago’s North Side, provides gender specific and age appropriate programming for girls and young women ages 10 to 18. Program activities focus on increasing self-esteem and self-efficacy, encouraging teamwork and social justice awareness, and developing leaders. The effects of homeless assistance services at the local level are tremendously difficult to ascertain. In this study, a four-month sample of homeless persons served by a local homeless shelter and case management program were contacted nine to eleven months after receiving services. The findings suggest that the program had some initial success in assisting the homeless clients to locate housing within the first year after leaving the shelter. However, the housing costs paid by these formerly homeless were quite high, with nearly three-quarters of them spending forty percent or more of their income on housing.
