We continue support the Federal Bank of Boston “Working Cities” challenge which aims to support social and economic recovery of underperforming small and mid-sized cities in the New England region. We continue to extend our data profiles of these cities located in Massachusetts, Rhode Island and now Connecticut. It is our hope that these data ‘rich” profiles which includes key indicators on health, population and demographic changes, industrial growth, and educational performance can not only support policy development in these targeted areas, but also help in monitoring the progress these cities make over time.

Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. Greater Toronto is recognized as a high-performing urban region. Over the past decade, however, negative social, economic, and environmental trends have emerged that threaten the region’s future. On the basis of documentary research and four focus group workshops with a diverse array of professional practitioners, this paper assesses the Toronto region’s current assets and vulnerabilities in relation to future risks.The discussion is framed by the concept of resilience—an increasingly popular, yet abstract, concept in urban planning and public administration. Ireland is suffering a housing crisis which will not be easily solved. This is not the first generation to struggle with housing problems. A review of history shows that property markets have pronounced cycles and a continual struggle to provide affordable housing with much direct state provision and extensive subsidises for home ownership. Part of the current crisis results from the abandonment of direct provision of housing by the state but the gradual withdrawal subsidies for owner occupation, has also made a contribution to making home ownership less affordable for many.

The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.

The future of an estimated 20,000 Self Help Groups (SHGs) in Ethiopia is uncertain because they lack legal status and, therefore, are unable to access funds and service for their members. The Government of Ethiopia (GoE) does not recognize the SHGs as unique development groups, but only offers to register them as Micro and Small Enterprises (MSEs) or cooperative societies, which are solely economic entities that serve more narrow functions than SHGs do. There has not been any coherent explanation for why the SHGs need a formal status, but should not register as anything but SHGs. From May to August …

This report examines the problem of concentrated poverty in the State of New Jersey. Both the individual and the long-term economic consequences of concentrated poverty are well- documented in social science research. The report adds to that knowledge by examining the practical, budgetary consequences faced by urban centers that are characterized by high poverty levels. The report focuses on four cities, which are represented in the New Jersey Urban Mayors Association (NJUMA) — Bridgeton, Passaic, Perth Amboy, and Trenton. Plan implementation is crucial to the success of any society. For a community to feel the impact of planning, planners should implement plans efficiently. In the light of the importance of plan implementation to our community, the study evaluated the various factors (institutional capacity, and citizen participation) that affected the implementation of the DMTDP (2006-2013) in Offinso Municipal Assembly (OMA) and Kwabre East District Assembly (KEDA) in Ghana. The Study used desk study and institutional survey to evaluate plan implementation in both districts. Defense Policy

The percentage of contract dollars awarded to small businesses at DoD increased from just over 16% to just over 19%, but the actual dollars only changed by approximately 10%. The number of small business contract actions at DoD fell by nearly 70% yet the value of those contract actions rose by nearly 290%. As the data shows, fewer small companies are winning contracts, but the contracts won are larger in dollar amount.

While (urban) resilience has become an increasingly popular concept, especially in the areas of disaster risk reduction (DRR) and climate change adaptation (CCA), it is often still used as an abstract metaphor, with much debate centered on definitions, differences in approaches, and epistemological consider- ations. Empirical studies examining how community-based organizations (CBOs) “practice” resilience on the ground and what enables these CBOs to organize and mobilize around resilience are lacking. Laws that prohibit, regulate, or tax cigarettes can generate illicit markets for tobacco products. Illicit markets both reduce the efficacy of policies intended to improve public health and create harms of their own. Enforcement can reduce evasion but creates additional harms, including incarceration and violence. There is strong evidence that more enforcement in illicit drug markets can spur violence. The presence of licit substitutes, such as electronic cigarettes, has the potential to greatly reduce the size of illicit markets.

We present a model demonstrating why enforcement can increase revenues in the illicit market, show that states with higher tobacco taxes …

APRI primarily provided research and authorship for Chapter 3 of the report, titled Expand Small Business Federal Contracting. Chapter 3 discusses the strategy to enhance communication and collaboration among State entities in order to create statewide response to the federal initiatives that make contracts available to small business and veteran-owned businesses. Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.
