This study explored how engineers, planners, and social workers interact around issues of transportation and transportation equity, and identified opportunities for enhanced collaboration and training in anticipation of emerging transportation needs for environmental justice (EJ) populations. This study provided the foundation for future educational research, identify strategies for using two Android apps (Safe Activity and My Amble) developed at the University of Texas at Arlington (UTA), and identified opportunities for collaborative solutions within the state of the practice. The UK summer heatwave of 2018 led to changes in consumer behaviour, including large increases in electricity demand due to increased use and intensity of refrigeration and air-conditioning devices1,2. Although the United Kingdom experienced its equal hottest summer on record, the extreme temperatures were concentrated in the south and east of England3. Here we exploit the regional variation to test for the effect of experiencing extreme temperatures on perceptions of resource security and on related pro-environmental behaviour. We analyse data from 2,189 individuals across the UK over a 7 day period and use a difference-in-differences estimation to compare responses of …

Since the end of the Great Recession, San Mateo County has attracted new workers at a record rate without building anywhere near enough housing. This jobs-housing imbalance drives the cost of housing up and forces many moderate and lower-income employees and their families out of the County. A lack of access to quality affordable housing in the County and the entire Bay Area along with limited transportation options means that an increased number of employees drive in and out of the County every workday. Pedestrian safety and access is an equity issue. In Portland, inadequate pedestrian infrastructure and traffic safety concerns disproportionately impact low-income communities and people of color. The City is attempting to rectify these inequities through PedPDX, Portland’s new citywide pedestrian plan (anticipated for adoption in Spring 2019). PedPDX prioritizes sidewalk and crossing improvements and other investments, policies, strategies and tools to make walking safer and more comfortable across the city.

This project demonstrates how an inexpensive system (hardware and software) can add new functionality to existing signal controllers, giving bicyclists an efficient way to cross a controlled intersection. The system integrates three components: (1) a Bike Connect box that resides near the signal-controller and is connected to it, (2) an application that runs on a Bike Connect device (currently an iPhone) and requests a green light at the correct approach-distance, and (3) a cloud-based publish/subscribe (pub/sub) component that handles cellular-communication between phone app and box. One stumbling block for the project was a means to obtain reliable GPS data to …

This project focuses on making our measures, models, and methods more transferable to other locations. Specifically, we re-evaluate, compare and test our pedestrian index of the environment (PIE) measure using data resources more commonly available to planning agencies across the country. Next, we test the results of PIE and its input data in models of pedestrian mode choice for stability of estimation results within a region (intraregional) and between regions (interregional). This research is the next logical step in the MoPeD’s enhancement and is critical to enabling its utility beyond the Portland region. The results of this project show that …

Imagining An Old City In Nineteenth-Century France: Urban Renovation, Civil Society, And The Making Of Vieux Lyon, Patrick Luiz Sullivan De Oliveira

Urban histories of nineteenth-century France have tended to focus on Paris and emphasize state actions. This has obscured movements that were crucial in shaping modern cities, particularly segments of civil society that worked on preserving old neighborhoods. This article focuses on Lyon—a “second city”—and analyzes how state-driven urban renovations under the Second Empire fostered a fin-de-siècle localist reaction that sought to preserve what was seen as Lyonnais urban forms (in particular neighborhoods defined by their narrow and crooked streets). Through an antiquarian discourse, cultural elites argued that these urban forms were an essential part of Lyonnais identity—which they feared was …

This project is a follow up to a successful previous NITC project and subsequent nationally distributed book, called “Rethinking Streets: An Evidence-Based Guide to 25 Street Transformations.” The success of the first book demonstrated a need for easy access to evidence-based transportation information that can be used by practitioners, community members, policymakers, educators, and researchers. This project produced a follow-up guidebook, but with a focus on streets redesigned to accommodate bicycle transportation in ways following current best practices. This report documents how metropolitan planning organizations (MPO), State departments of transportation (DOT), and other transportation agencies are adapting Environmental Justice (EJ) analysis techniques to understand transportation impacts in communities undergoing rapid demographic change. The report also highlights national demographic trends, showing significant change in the size and location of low-income and minority households. These changes are documented in a series of State- and county-level maps demonstrating absolute and percent change in minority populations, low-income populations and limited English proficiency populations between the 1990 – 2010 decennial census periods. For too long we’ve been building streets as though they have one function–to move cars quickly. The reality is that streets can to do more than just move cars. They can move people on foot, on bikes, on transit, without hurting vehicular throughput and safety. They can be more than a way to get somewhere else. Good streets are good places, too – public places where people meet, sit and socialize, conduct business, wander about, play, and more.

Portland's E-Scooter Pilot made national news for its proactive and data-driven approach to exploring the role of e-scooters in our transportation system. One of the first cities to implement a comprehensive data sharing agreement with e-scooter providers, Portland now has a lot of findings to share. This Friday Seminar will dive into both the data collected and the experiences of Portlanders during the pilot. Although connected vehicles (CVs) will soon go beyond testbeds, CVs and human-driven vehicles (HVs) will co-exist over a long period. Hence, it is critical to consider the interactions between these two types of vehicles in traffic flow modeling. In this study, we aim to develop a macroscopic model to understand how CVs would impact HVs in the traffic stream. Grounded on the second-order traffic flow model, we study the relationships among flow, density, and speed by two sets of formulations for the groups of CVs and HVs, respectively. In 2019, the State of New Jersey sought an evaluation of its Urban Enterprise Zone (UEZ) Program to determine the program’s economic impact and make recommendations for the program’s future. The John S. Watson Institute of Public Policy of Thomas Edison State University joined with PEL Analytics and Anderson Economic Group to produce the following study. The main recommendation of this analysis is to retain the UEZ Program while instituting various changes to make it stronger. A rural community development project combined faculty and students from two courses (community and regional planning, and social work practice in groups, communities, and organizations) housed in different colleges (Arts and Sciences, and Health Sciences, respectively) at a medium-sized public university in a small Appalachian community. The project required students from two different courses to cooperate on data collection, and collaborate on analysis and recommendations, in an exploratory effort at cross-professional training focusing on social work and community development in a rural region.

This dissertation explores social equity as it applies to public transportation. Transit has long been considered a tool to alleviate inequity by limiting the effects of spatial mismatch and providing access to opportunity to disadvantaged populations. This theory, however, has not been adequately proven empirically. The first chapter of this dissertation tests the theory that spatial mismatch is moderated by quality transit service. We do this by taking a cross section of the largest urban areas in the United States and applying structural equation modeling to identify relationships between exogenous and endogenous factors. Internet access has become critical to participating in modern American society, yet the private market is no closer to serving low-income and rural Americans.
In May 2018, the City of Hillsboro announced it would go ahead with a publicly owned and operated, affordable, gigabit-speed Internet service for the entire city. Multnomah County Commissioners voted for a feasibility study of their own in June. The Port of Ridgefield, Washington, has big hopes for its own fiber optic project. Meanwhile, the city of Sandy, Oregon, has been running its own municipal broadband service for the last six years.

The emergence of urban heat as a climate-induced health stressor is receiving increasing attention among researchers, practitioners, and climate educators. However, the measurement of urban heat poses several challenges with current methods leveraging either ground based, in situ observations, or satellite-derived surface temperatures estimated from land use emissivity. While both techniques contain inherent advantages and biases to predicting temperatures, their integration may offer an opportunity to improve the spatial resolution and global application of urban heat measurements. Urban heat is a growing environmental concern in cities around the world. The urban heat island effect, combined with warming effects of climate change, is likely to cause an increase in the frequency and intensity of extreme heat events.
