Local government officials devote a large proportion of their time to considering and acting upon development proposals which substantially affect their communities in many ways. While information bearing on development proposals has been increasingly broader in scope, more specific, and of higher quality, local government officials continue to have considerable difficulty in assessing the relative merits of alternative types of housing, general development patterns, and commercial strip versus center developments. Research paper for Geography 500 class.

Town squares have many varieties in types of forms and functions. From ancient Greece to the present time, the basic function of the town square has remained the same, to serve as the heart of the city. Kentucky squares, although small, serve that same basic function. Town squares of southcentral Kentucky are similar to the courthouse squares of Virginia county seats. Town squares of southcentral Kentucky, with slightly varying form, are of two major types. The square in small Kentucky towns takes on more significance, than a square in a large city.

Today's police administrators need administrative policy statements that can be easily followed by individual officers in reacting to civil disorders.' Historical analysis reveals a system in which the police have deepened racial divisions in the United States by failing to cope with problems in ghetto areas. Employing careless policies, sometimes initiated by the police chief and other times initiated by the individual officer, the police have shown weaknesses in two major areas. First, the police have no established procedures to follow when civil disturbances erupt.
