Development Of A Statistical Algorithm For The Real-Time Prediction Of Transit Vehicle Arrival Times Under Adverse Conditions, Kenneth Dueker, Thomas J. Kimpel, James G. Strathman

Center for Urban Studies Publications and Reports

Prior TransNow funded research by Portland State University (PSU) and the University of Washington (UW) in cooperation with Tri-Met, the transit provider for the Portland metropolitan area, has utilized a rich set of archived data from the Automatic Vehicle Location (AVL)-based Bus Dispatch System (BDS). Tri-Met is one of the few transit agencies that archive AVL data for analysis and research.

Special Focus Programs, Magnet Programs And Schools, And Early Childhood Education Centers: Equal Access In Portland Public School's Elementary Options, Nancy Seidule Hauth Sep 2001

Special Focus Programs, Magnet Programs And Schools, And Early Childhood Education Centers: Equal Access In Portland Public School's Elementary Options, Nancy Seidule Hauth

Dissertations and Theses

As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

The purpose of this study was threefold: to determine if all families in Portland Public School district have equal access to special focus/magnet programs at the elementary grades; to better understand the link between Portland's past desegregation policies and current choice …

Real-Time Travel Time Estimation Using Macroscopic Traffic Flow Models, Pushkin Kachroo, Kaan Ozbay, Antoine G. Hobeika Aug 2001

Real-Time Travel Time Estimation Using Macroscopic Traffic Flow Models, Pushkin Kachroo, Kaan Ozbay, Antoine G. Hobeika

Electrical & Computer Engineering Faculty Research

This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

The Development Of Boston's Seaport District: Employment Opportunities And Community Strategies, O. Steven Quimby Jul 2001

The Development Of Boston's Seaport District: Employment Opportunities And Community Strategies, O. Steven Quimby

Gastón Institute Publications

The development of Boston's Seaport District will create thousands of full-time employment opportunities over the next decade. To ensure equitable access to these opportunities for Boston's communities of color, it is imperative that organizations offering employment-training programs begin to take these opportunities into account now in their training efforts. The Center for Community Economic Development (CCED) at the University of Massachusetts Boston has prepared this report, The Development of Boston's Seaport District: Employment Opportunities and Community Strategies, as a step in becoming informed about these opportunities.

This study examines employment opportunities to be created in three industries projected to be …

Economics Of Overloading And The Effect Of Weight Enforcement: Research Note, James G. Strathman Jun 2001

Economics Of Overloading And The Effect Of Weight Enforcement: Research Note, James G. Strathman

Center for Urban Studies Publications and Reports

This note describes the economic rationale for exceeding weight limits by motor carriers in the face of weight enforcement activities. Patterns of weight enforcement practices by states are identified reflecting differences in enforcement intensity and the severity of penalties imposed for exceeding weight limits. Statistical analysis of weight enforcement data shows that the marginal effects of enforcement intensity and penalties are similar in deterring overloading, with most of the enforcement-related deterrence attributable to the use of portable/semi-portable scales.

Analysis Of Design Attributes And Crashes On The Oregon Highway System, James G. Strathman, Kenneth Dueker, Jihong Zhang, Timothy Williams Jun 2001

Analysis Of Design Attributes And Crashes On The Oregon Highway System, James G. Strathman, Kenneth Dueker, Jihong Zhang, Timothy Williams

Center for Urban Studies Publications and Reports

Since the passage of the Highway Safety Act of 1966, state departments of transportation have engaged in systematic safety improvement planning and programming. According to Davis (2000), the general approach to safety improvement planning employed by most states follows six principal steps:

1. Identification of hazardous roadway locations using crash records;

2. Detailed engineering study of selected hazardous locations to identify roadway design problems;

3. Identification of potential countermeasures;

4. Assessment of the costs and benefits of potential countermeasures;

5. Implementation of countermeasures with the highest net benefits;

6. Assessment of countermeasure effectiveness following implementation.

All planning processes are subject …

Boise Neighborhood Gateway Project, Debra Andreades, Arif Khan, Emily Hughes, Tony Konkol Jun 2001

Boise Neighborhood Gateway Project, Debra Andreades, Arif Khan, Emily Hughes, Tony Konkol

Master of Urban and Regional Planning Workshop Projects

This project is a plan to transform an under-utilized parcel of public land into a community asset. Through the analysis of construction, funding, site constraints, maintenance and stewardship options, the project team created a design concept and implementation plan for a parcel of land adjacent to the Interstate 5 freeway. The project team solicited input from community residents through a public involvement process and created an advisory committee consisting of stakeholders to provide guidance for the project. The plan documents the process of project initiation and the selection of alternatives. This plan may be used as a reference for enhancing …

Evaluation Of Transit Operations: Data Applications Of Tri-Met’S Automated Bus Dispatching System, James G. Strathman, Thomas J. Kimpel, Kenneth Dueker, Rick Gerhart, Steve Callas

Center for Urban Studies Publications and Reports

Over the past decade, the adoption of Advanced Public Transportation System (APTS) technology has been motivated by transit providers’ desire to improve service reliability as well as to identify potential savings from improvements in scheduling and service planning. Casey (2000) reports that Automatic Vehicle Location (AVL) systems, a cornerstone of APTS, have been deployed by 61 transit agencies as of 1998.

Urban Terrorism: Strategies For Mitigating Terrorist Attacks Against The Domestic Urban Environment, John J. Kiefer Apr 2001

Urban Terrorism: Strategies For Mitigating Terrorist Attacks Against The Domestic Urban Environment, John J. Kiefer

Theses and Dissertations in Urban Services - Urban Management

This study identifies strategies to mitigate the impact of terrorist attacks against the domestic urban environment. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. It uses case analysis, literature review, and interviews with experts in domestic terrorism preparedness to develop and suggest solutions.

Terrorism, as with other criminal acts, can best be met by implementing strategies to mitigate the impact of this …

Evaluation Of Neighborhood Progress, Inc.'S Community Organizing Support Program, Susan Hertzler Burkholder, Kathryn W. Hexter

All Maxine Goodman Levin School of Urban Affairs Publications

In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.
