In recent years there has been a growing interest in using land use planning to reduce reliance on the automobile long-term, through ideas such as smart growth, New Urbanism, pedestrian pockets, and transit-oriented development (TODs). Many growing regions throughout the United States, are turning to these concepts to address problems of traffic congestion and suburban sprawl. However, the effectiveness of such policies in reducing automobile travel and improving livability is largely unknown. If what they say is true, that first impressions are always the most important, then the city of Norfolk, Virginia could impress anyone. The Norfolk Botanical Garden began as approximately 30 acres surrounding Mirror Lake, adjacent to the proposed Norfolk Municipal Airport in 1938. Today the Garden consists of 158 acres that include a variety of garden styles, manmade canals, and extensive educational facilities. It serves as the first and last view visitors have of Norfolk. The Norfolk Botanical Garden is an example of interdisciplinary co-operation. Biology, urban planning, landscape architecture, and various political involvements are all expressed within the …

This work is an update to the Regional Economic Indicators: Business and Innovation Climate report that was issued in August 2004. Although many of the same economic indicators are used in the analyses, there is a major difference between the two reports. The August 2004 release had a broad focus on the overall business climate in 36 comparable metro areas. The result was a single index—business and innovation climate. In this report, we focus almost exclusively on innovation and entrepreneurship, each with its own index.

This paper presents new knowledge about the current status of training on the economic value of stewardship practices in the Ohio Lake Erie basin. Local decision-makers shape coastal and watershed conditions but often do not appreciate the economic, fiscal, and ecological benefits that could be gained from sound stewardship practices. This study investigated the information and training about economic benefits available in the Ohio Lake Erie basin. Training providers and technical assistance professionals helped identify key training needs and challenges to decision-maker awareness of benefits. In an era of fiscal stress for many local governments in the United States, intergovernmental cooperation has become a focus for cost savings. Cooperation and consolidation is a recognition that existing boundaries and service delivery mechanism simply are too inefficient and burdensome for a community to maintain. City and county officials face a basic tradeoff in assessing the merits of cooperation involving the desire of many citizens for sovereignty and local decision making authority versus the potential cost savings associated with the economies of scale of larger government units. Policy Networks And Institutional Collective Action: A Research Agenda, John T. Scholz, Richard C. Feiock, T. K. Ahn

Working Group on Interlocal Services Cooperation

Policy fragmentation in the American federalist system leads to inefficiencies as decisions by one authority impose positive and negative externalities on other authorities and their constituencies. We focus on the role of policy networks in shaping coordinated decisions that enhance the joint outcomes among governmental authorities. We advance two competing perspectives relating networks to collective action, one emphasizing the role of tightly-clustered "strong-tie" relationships capable of enhancing the credibility of commitments among network members, and the other emphasizing the role of extensive, "weak-tie" relationships linking diverse stakeholders in enhancing the shared information required to coordinate collective decisions.

The report is prepared by the Center for Economic Development at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs as a part of the regional indicators project under the Presidential Initiative Program. The study examines human capital and labor force in 36 regions across the country: 32 metropolitan areas of comparable size to the Cleveland metropolitan statistical area (MSA) and three smaller MSAs in Northeast Ohio — Akron,1 Canton, and Youngstown.

Local elected officials provide a representation function for their constituents, expressing citizen preferences for public goods and services and integrating public preferences into government decisions about how to provide and produce public goods and services. In an increasingly networked world, the provision and production of public goods and services frequently occurs through intergovernmental collaboration and inter-local agreements. Physical activity participation for youth and adults is suboptimal in North Carolina. There is growing interest among policy makers to promote physical activity, yet research in this area is limited. The North Carolina Physical Activity Policy Research Center was established in 2004 to conduct research on physical activity and policy. This cross-disciplinary center brings together faculty and researchers from the University of North Carolina School of Public Health and the College of Arts and Sciences. Current projects include understanding and documenting polices that affect walking and bicycling to school, trail development, and community planning decisions related to physical activity.

The Kalama Waterfront Preliminary Site Plan sets the groundwork and approach for development of an underutilized 33-acre tract owned by the Port of Kalama. The Plan is intended for the Port of Kalama to use as a starting point for waterfront development. The Plan and implementation strategies will aid the Port by providing a conceptual view of the waterfront and a process by which to begin putting the vision of Kalama's Front Yard in motion. In the 1990s, school districts across the country began to integrate fresh food grown by local producers into school meals and snacks. School food authorities and farmers have broadly defined this new movement, called “Farm to School,” as connecting schools and local and regional farmers. This plan provides an analysis of Milwaukie Avenue as a neighborhood Main Street and provides recommendations for its growth and improvement. Methods of analysis included a comprehensive land use and transportation safety inventory, data collection from neighborhood residents and master of urban and regional planning students, comparison to other Main Streets, and feedback from a technical advisory committee. The analysis shows that Milwaukie Avenue has great potential as a Main Street, although improvements in the existing zoning code and transportation infrastructure will greatly benefit its condition. The PSU team, Relief Works, and the Mayor's Office agreed to explore the issues and potential solutions surrounding demand and supply of public restrooms within Portland's Central City. This article presents a modeling framework that represents bus priority at signalized intersections in the context of its potential network-level and intermodal effects. The model incorporates bus priority within an intermodal dynamic traffic assignment simulation model. It dynamically assigns travelers to different modes and routes in the network according to prevailing traffic conditions, which result from applying a certain network control/bus priority scheme. The model considers changes in traffic conditions as a result of (1) drivers’ route choice adjustments due to changes in traffic signals settings and (2) modal shifts by travelers to take advantage of improved transit service. The John H. Glenn Research Center at Lewis Field (Glenn) is one of 10 National Aeronautics and Space Administration (NASA) Centers. Glenn is situated on 350 acres adjacent to Cleveland Hopkins International Airport. Its physical plant includes over 150 buildings that contain a unique collection of world-class test facilities. Glenn also includes the 6,400-acre Plum Brook Station near Sandusky, Ohio, 50 miles west of Cleveland. It specializes in large-scale tests that would be hazardous within the confines of the main campus.
