The Peoples’ Plan is a strategic action plan for the recovery of the 9th Ward. We’ve created it based on conversations with residents – some struggling to return home, others intent on remaining in a neighborhood that has always been there own. The Peoples’ Plan provides a thorough assessment of what must be done to provide recovery in one of the hardest hit areas of the City, and provides a recovery model for all badly flooded areas. PlanPDX worked to assess existing district conditions and assist in the development of goals for the district that could inform and guide future improvement efforts. Utilizing a variety of research methods including community outreach efforts, in-person interviews, technical analysis and organizing two well-attended community workshops, the Vision Team and PlanPDX successfully generated a set of recommendations for Main Street Park Rose. Building Business Equity undertook a research study on the nature of commercial displacement. Demographic data and anecdotal evidence suggest that major shifts are occurring in the population and commercial markets in inner N/NE Portland. Therefore, BBE chose to identify and evaluate strategies to assist minority, women owned and emerging small businesses (MWESB) in the area. The rapid growth of Las Vegas has resulted in negative consequences for the health of its residents to a level that threatens the area’s sustainability. This article reviews key indicators of population health in Las Vegas through the framework of the US Centers for Disease Control and Prevention’s Healthy People in Healthy Places and concludes that public health professionals, citizens, businesses, and political leaders must act now to protect and improve population health.

While many people both inside and outside Oregon envision the state as a place of picturesque coastal bluffs, mountain ranges, the Columbia River Gorge, and oldgrowth forests, the population is primarily urban. It has been for many decades. In 2000, three-quarters of Oregon’s 3.4 million residents lived in towns and cities. Almost one-half of Oregon’s population lived in the metropolitan Portland area. This paper offers an overview of population dynamics in the Portland-Vancouver metropolitan area, which includes five of Oregon’s thirty-six counties–Clackamas, Columbia, Multnomah, Washington, and Yamhill–and Clark County in the state of Washington. The purpose of this study is to provide a detailed examination and analysis of neighborhood satisfaction determinants among residents living within defended and defensible gated communities in the United States. The study considers whether there are significant differences in the determinants at national or regional levels and whether there are significant differences within the components of individual household characteristics, neighborhood quality characteristics, or both.

In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward

BACKGROUND AND OBJECTIVES: Early-life exposure to environmental tobacco smoke (ETS) can result in developmental delay as well as childhood asthma and increased risk of cancer. The high cost of childhood asthma related to ETS exposure has been widely recognized; however, the economic impact of ETS-related developmental delay has been less well understood.

METHODS AND RESULTS:The Columbia Center for Children's Environmental Health (CCCEH) has reported adverse effects of prenatal ETS exposure on child development in a cohort of minority women and children in New York City (odds ratio of developmental delay = 2.36; 95% confidence interval 1.22-4.58). Understanding where middle-aged and older adults live, where they are moving, how they get around, and the factors influencing these decisions is essential for planning for the future. The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 2004-05 fiscal year. Services provided were shown in relationship to the Regional Travel Options program 5-year strategic plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.

The project team developed a sequential process for completing this report. This bibliography summarizes fourteen studies of interlocal collaboration in fire and/or police services. It directs scholars to research materials that examine the patterns of cooperation and relative financial and other advantages (if any) of contracting out these services to other governments.
