Mainstream criminological theories often fail to incorporate demographic characteristics (which are robust predictors of criminal behavior). Also, many scholars suggest that theories of criminality need to move beyond sex or race or class etc. and utilize these dynamic characteristics in tandem. This theoretical perspective is often referred to as intersectionality. There is some criminological literature on the individual effects of these demographic characteristics as they represent social status as such they interact to effect experience, agency, and power. Several of Ulaanbaatar’s current issues are directly related to Ulaanbaatar’s sprawling Ger District. The Ger District is home to approximately 736,000 residents, 61% of Ulaanbaatar’s population (Galimbyek, 2015). The significant growth in Ulaanbaatar is shown by its 52.8% of residents who were born outside of the city, the majority of migrants moving into the Ger District due to a lack of housing. (Chilkhaasuren & Baasankhuu, 2012). The development of Ulaanbaatar has not kept up with the rapid growth leading to inadequate infrastructure in much of the Ger District. In turn, inadequate infrastructure has lead to high pollution levels, negatively affecting …

Holder (2013) which invalidated the “coverage formula” of Section 4 of the Voting Rights Act of 1965 bears an eerie resemblance to the spirit of the Civil Rights Cases (1883). Today, the American landscape is more racially and ethnically diverse, yet minority populations have been and will likely be disenfranchised in the Post-Section 4 era. Minority voter participation Post-VRA has experienced some gains but achieving equality in terms of access and civic participation may be compromised. Antidiscrimination Versus Nondiscrimination: Competing Perspectives On The Voting Rights Act, David Blanding

The Voting Rights Act is perhaps the most successful civil rights law ever. Yet while one set of scholars regards the legislation’s success as evidence that it remains necessary and appropriate, another set of scholars regards that success as a sign that the VRA is obsolete and inappropriate. In this article, I argue that disagreement about the VRA stems from two fundamentally different analytical approaches. The antidiscrimination paradigm focuses on how key indicators of political empowerment have progressed since 1965. The nondiscrimination paradigm focuses on how far those indicators are from what would be observed in the absence of racial …

Redistributing Power In Mississippi: The Reversal Of Section 4 Of The Voting Rights Act, Gloria J. Billingsley, Sylvester Murray

Recently, the U.S. Supreme Court declared Section 4 of the Voting Rights Act of 1965 unconstitutional, essentially defanging preclearance requirements of Section 5 and leaving racial and other previously disenfranchised minorities unprotected. Using social contract theory as the theoretical framework, empirical field study research was used to examine whether the Voting Rights Act has achieved the results in Mississippi that the Supreme Court’s decision to revoke Section 4 has assumed. Data were collected on race-specific voter registration and voting data, measures of vote discrimination, litigations and Mississippi legislative activity regarding voting rights. Developer Funding Of Affordable And Work Force Housing Through Impact Fees And Land Value Recapture: A Comparison Of American And Spanish Approaches, Julian C. Juergensmeyer

This article explores the differences, similarities, comparative advantages and disadvantages between developer funding requirements for Affordable and Work Force Housing in the United States and Spain. Emphasis is placed on impact fees as a revenue source in the United States and value recapture requirements in Spain and in Catalonia in particular. The author concludes that American impact fees provide a broader base for developer funding requirement but that Spanish land value recapture programs offer greater flexibility to planning officials when they are applicable.

Creating public housing space in Barcelona requires rethinking how its historic properties might maintain their cultural and structural vitality while serving critical social and economic needs. Drawing on programs from the United States, Europe, and China, I suggest two strategies that Catalan officials might use to effectively leverage Barcelona's historic properties to reduce its public housing deficit. The purpose of this study was to analyze the effect of the income structure of Islamic banking to Islamic banking business risk in Indonesia. The results showed that the average level of business risk in Indonesia with 11 samples of Islamic banking are listed on the Stock Exchange in 2011 to 2013, shows the average value of 7.49% with a range of 1% to 23.5% with a standard value his deviation of 7.7%. Fiscal decentralization in Indonesia is expected to improve efficiency of local government and further drive economic growth in the regions. This research studies correlation between the efficiency of the local government expenditure and the economic growth in West Java and North Sumatera. The analysis is divided into two stages. First, expenditure efficiency is measured by using Data Envelopment Analysis (DEA) method. In the second stage, regression analysis is conducted to estimate impacts of the local governments’ efficiency scores and other determinants on the regional economic growth. Transit-oriented development (TOD) projects in low-income neighborhoods have the potential to provide needed transportation access to a segment of the population that stands to benefit significantly from these large-scale transit infrastructure projects. This research project reveals that large-scale TOD projects have the potential of leading to neighborhood revitalization and equitable outcomes in low-income Latino communities. But these positive outcomes depend on both the process and context of these particular neighborhoods, and how transportation planners incorporate the various forms of political, financial and cultural capital that exist in these communities into the planning and implementation process of TOD projects. This paper assesses the affordability of HUD rental assistance properties from the standpoint of transportation costs. HUD housing is, by definition, affordable from the standpoint of housing costs due to limits on the amounts renters are required to pay. However, there are no such limitations on transportation costs, and common sense suggests that renters in remote locations may be forced to pay more than 15 percent of income, a nominal affordability standard, for transportation costs. As cities move to increase levels of bicycling for transportation, many practitioners and advocates have promoted the use of protected bike lanes (also known as “cycle tracks” or “protected bikeways”) as an important component in providing high-quality urban infrastructure for cyclists. Actuated traffic signal control logic has many advantages because of its responsiveness to traffic demands, short cycles, effective use of capacity leading to and recovering from oversaturation, and amenability to aggressive transit priority. Its main drawback has been its inability to provide good progression along arterials. However, the traditional way of providing progression along arterials, coordinated-actuated control with a common, fixed cycle length, has many drawbacks stemming from its long cycle lengths, inflexibility in recovering from priority interruptions, and ineffective use of capacity during periods of oversaturation. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. This article describes various perspectives on abandoned houses in urban neighborhoods and the reactions from those perspectives. It notes how conflicting reactions perpetuate the crisis of blight for individual residents and their communities. It argues that real solutions for management of abandonment must be based in local communities and tailored to local conditions. Priority must be placed on consistent maintenance in compliance with local housing and neighborhood health, safety and environmental codes. Housing preservation, rehabilitation, reutilization programs will not succeed without improved and sustained maintenance. By expanding access to retirement savings plans, a state-sponsored program for workers should increase the overall level of participation, and, ultimately, increase retirement fund income. The over 400,000 new enrollees estimated by this study suggests that these programs can have large impacts.

Dr. Smaglik is currently working on three separate transportation research projects at Northern Arizona University. This talk will touch briefly on each of the three projects, the concepts behind them, workplans, and expected deliverables. The projects include work with the Oregon DOT on the impact of less than optimal vehicle detection on adaptive control algorithms, development of a ped priority algorithm through a NITC project (as a Portland State subcontractor), and internally funded work on a power harvesting traffic sensor.

Crowdsourcing Cycling Safety And Route Data With The “Orcycle” Smartphone App, Miguel Figliozzi

ORcycle is a new smartphone application (for both Android and iOS) developed by Transportation, Technology, and People (TTP) lab researchers at Portland State University as part of an Oregon Department of Transportation (ODOT) research project. ORcycle collects user, route, infrastructure, crash, and safety data. ORcycle was successfully launched in early November 2014 and presents many improvements over existing or similar apps. Initial data findings and insights will be presented. Lessons learned as well as opportunities and challenges associated with smartphone data collection methods will be discussed. As the movement for racial equity takes hold in Portland, Oregon, we look for examples of where the living conditions of communities of color are improving. One concrete initiative that many point to is the array of minority contracting efforts whereby minority-owned businesses are supported by various levels of government in ways that are entrenched in both policy and practice. This report looks at the most recent data on minority contracting, as well as minority hiring policies, research-based best practices and a case study of the Sellwood Bridge project and determines that much more can and should be done to …

Health risks associated with air pollution uptake while bicycling are often cited as a potential drawback to increased bicycling in cities. This seminar will provide an overview of how roadway and travel characteristics impact bicyclists' uptake of traffic-related air pollution. Specific considerations for planners and designers of urban transportation systems to mitigate risks for travelers will be discussed. In addition, the extent to which bicyclists themselves can unilaterally reduce their pollution uptake will be described. This seminar synthesizes findings from a recently completed doctoral dissertation at Portland State University and from the broader literature.
