In the most recent period, 2012-2014, the Midwest’s largest metro areas attracted and retained almost 37,000 YCE migrants, which is almost double the number during the Great Recession period. Although the region’s largest city, Chicago, recorded the largest net in/migration of YCEs (11,033) in 2012-2014, Kansas City recorded the highest NMQ of YCEs (18.6 percent), followed by Columbus, OH (18.5 percent) and Detroit (16.4 percent). Detroit’s turnaround is particularly noteworthy; the Motor City metro posted the second highest change in NMQ values between the two periods (second only to Birmingham). The Washington County Consolidated Housing Plan estimates a need for 14,000 housing units affordable to low and very low-income households. This project was developed to create an initial strategy for meeting that need. It provides 30 specific recommendations for Washington County to enable it to take action in the coming years. As the plan notes, there is no single action that will suffice. The County can make progress towards meeting the challenge posed by its affordable housing crisis by leveraging the proposed recommendations with each other.

The “Tigard Triangle” is bounded by highways and characterized by auto-oriented land uses in an incomplete street grid. It currently presents a challenge to the City of Tigard, whose vision is to be the most walkable community in the Pacific Northwest. The purpose of the Value of Place project is to develop a plan for improving walkability, safety, comfort, and aesthetics in the Tigard Triangle. In addition, this project was developed to test the application of the State of Place analytical tools to the planning and design challenges faced by the city.

Despite its importance, temporal measures of accessibility are rarely used in transit research or practice. This is primarily due to the inherent difficulty and complexity in computing time-based accessibility metrics. Estimating origin-to-destination travel times that include the “last mile” of travel between the transit network and actual start and endpoints of the trip is technically difficult. Not only do such estimations require multimodal network structures, they also require detailed knowledge of transit schedules and sophisticated algorithms for calculating shortest paths using such inputs. Insights From An Energy Poor Rwandan Village, Terry Van Gevelt, C. Canales Holzeis, B. Jones, M.T. Safdar

Research Collection College of Integrative Studies

We used primary data collected from 163 households in an off-grid Rwandan village to provide insights into energy poverty at the household-level. Informed by the rural livelihoods literature, we constructed a novel asset- and income-based index to disaggregate our results by socio-economic status. We also employed microeconometric techniques to investigate the determinants of household willingness-to-pay for electricity. We found statistically significant differences between households of different socio-economic status for expenditure on lighting and other electricity services, willingness-to-pay for electricity, income-generating activities and food security. Overall, our findings suggest that initiatives aiming to end energy poverty and catalyze rural development should: …

Ireland is suffering a housing crisis which will not be easily solved. This is not the first generation to struggle with housing problems. A review of history shows that property markets have pronounced cycles and a continual struggle to provide affordable housing with much direct state provision and extensive subsidises for home ownership. Part of the current crisis results from the abandonment of direct provision of housing by the state but the gradual withdrawal subsidies for owner occupation, has also made a contribution to making home ownership less affordable for many.

Frequent underground gas pipeline leaks and explosions are impacting the safety and quality of citizens’ lives. The City of Portland and the Metropolitan Region have strong policies in place to encourage transportation through means other than the single-occupancy vehicle. Both governments have numeric goals for the proportion of trips to be made by walking, bicycling, transit, shared vehicles, working at home and driving alone. Indeed, the City of Portland desires that by 2035 no more than thirty percent of commute trips be made by people driving alone. Similar policies have driven transportation planning in the city and region for decades.

Watershed management is critical in ensuring a sustainable water supply. This project is designed to assess the impact of bioswales in the context of Southern California’s climate. The Oregon Department of Transportation collects data on the performance of the highway system by sampling traffic volume, vehicle classification, truck weights, pavement conditions, etc. The selection of efficient and accurate locations for collecting data is important. This report addresses the larger sampling problem by focusing on locations for collecting truck weight data. Sites selected for weight-in-motion/automatic vehicle identification (WIM/AVI) within the Crescent/HELP project are assessed to determine their locational suitability for truck weight data collection. The Stand Your Ground (SYG) law has and will likely continue to generate a wealth of controversy and political debate. It derives its historical significance from the Castle doctrine that allows citizens to protect themselves. The aftermath of SYG has led to an increase in justifiable homicides of minority victims. A preliminary analysis of data from FBI Uniform Crime Reports suggests that the race of the victim is the foremost determinant in the outcome of SYG cases where the perpetrator is non-minority. This manuscript examines structural racism through a socio-historical context of institutional oppression and its effects on modern society. The epistemological framework of intersectionality is used to focus on the overlap of oppression, structural racism, and implicit bias evident in the stereotypes and perceptions of the African American male population in the United States. Four eras of socio-historical significance are addressed: 1. Foundations of Racial Oppression; 2. Racism: Reconstruction and Jim Crow; 3. Renewal: Civil Rights and Civil Disobedience; 3. This paper revisits the encounter between George Zimmerman and Trayvon Martin from two perspectives: the co-production of public safety and public order and black crimmythology. Co-production is associated with the expanding and often unpredictable role that community residents, formal and informal communal organizations and nongovernmental institutions play in assisting public agencies in developing and implementing public services (Whitaker 1980; Parks et al. 1981). Black crimmythology is a term used to describe the historical and contemporary conflation of blackness, maleness, and criminality in the mind of the American public (Close 1997). Within the current political climate and discussions surrounding displacement, refugee resettlement is a ‘hot-button’ issue. While working at one of the largest resettlement agencies in New England, the author began to analyze how power itself is structured within the Refugee Resettlement Industry (RRI) nationally. Given the increasing emphasis on fiscal responsibility from local governments and public universities, recognizing how college athletics programs influence local community social capital, such as anchor attachments formed by alumni and fans, is an important perspective.
