This quality improvement project focuses on optimizing the intake process for the Removal Defense Program at a nonprofit immigration legal office serving asylum-seeking clients. The existing intake relied on unstructured, phone-call-based intake interviews that gathered incomplete information, leading to inconsistent documentation, reduced efficiency, and significant client processing delays. A structured, multilingual, and multiplatform new-client admission protocol coupled with the implementation of a client-facing resource guide for waitlist clients were co-developed and implemented using the Lippitt Change Theory framework. This phenomenological case study examines the role of empowerment within the “Sisters Lifting as We Climb Network” through the experiences of Black women participants in Pittsburgh, Pennsylvania. Utilizing in-depth semi-structured interviews, the research investigates the organization's origins, evolution, and social support mechanisms that foster empowerment, as well as participants' experiences with programs and activities over the past nine years. Additionally, the study identifies areas for organizational improvement to further enhance participant empowerment.

This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. The corridor sits at the intersection of historical significance and present-day opportunity—bridging the old and new alignments of Route 66 while serving a diverse, working-class population. The role of the local government within the context of engagement and collaboration with universities has largely been understudied. Employing a cross-sectional design, this study of 67 universities and 78 municipalities from 29 states examines how collaborative capacity impacts university and local government perceptions of engagement and collaboration with each other. The findings indicate that local government trust is the primary catalyst for both engagement and collaboration between the parties.

Reservoirs are developed to store water in reserve for future use. But once built, reservoir sites inevitably hold more than just water, often serving as a key habitat for a range of species. This paper examines how one such animal has transformed water storage facilities and nearby landscapes into contested ground in urbanising areas of Texas, USA. Living around the reservoirs, feral hogs complicate the process of urbanisation by degrading the stockpiled water and infrastructure at the storage sites themselves and by damaging private property throughout the surrounding landscape. As urban tourism continues to rise, walking tours have emerged as a low-impact, environmentally friendly, and culturally immersive form of tourism. This study explores the relationship between walking tours and the development of sustainable tourism behaviour among participants in Jakarta, Indonesia. Using a qualitative research approach, this study elaborates the motivations, perceptions, and behavioural changes of individuals who have participated in walking tours across Jakarta’s historical and cultural sites. This thesis focuses on investigating the relationship between income inequality, measured through the Gini coefficient, and drug addiction, proxied through substance-related mortality. Specifically, this thesis focuses on how these dynamics vary across rural and urban counties in the United States, using population size as a proxy. County-level data from 2016 to 2020 were collected through both the CDC and the Census Bureau and subsequently analyzed using Stata, with crude death rates from drug and alcohol causes serving as a function of the Gini coefficient, labor force participation, racial composition, and other socioeconomic indicators. This fact sheet presents data on rainy day funds for fiscal year 2024 in the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah, as originally reported in the 2025 Governing Magazine article, “Growth of State Rainy Day Funds Has Slowed Down.” These data capture the number of days each state could fund state government operations using only rainy day funds, which represent the money states set aside to maintain operations during economic downturns or fiscal stress.

I examined housing costs in neoliberalized consumer spaces (Cunningham, 2016; Saunders & Ramírez, 2017) in regional public university (Orphan, et al., 2022) districts. I use geographic methods (Jonas, et al., 2015; Daché-Gerbino, 2018) with an explanatory sequential mixed methods design and a complex case study approach (Creswell & Plano Clark, 2018). Results from my spatial analyses showed that residents who live within one-half mile of universities spend more on monthly housing costs ($1,331) than those who do not ($1,227) except in the case of regional public universities ($1,184). Results from a regression analysis demonstrated that eight institutional variables predicted 33.2% …

Over the last two decades, since scholarly writing on India witnessed an “urban turn,” numerous historians have analyzed the role of the improvement trust in the redevelopment of Indian cities in the twentieth century, most specifically those of Bombay, Calcutta, and Delhi. This paper revisits and reassesses some of their key arguments to suggest that rather than studying the “failures” of the individual trusts to foster sanitary built environments, we should pay attention to the contingent workings of the city trusts that were constitutively designed for such failures. This survey provides data on 2147 U.S. and 82 Canadian stormwater utilities. The data is intended to provide useful data to communities that wish to enact stormwater utilities. Different fee systems are examined with the goal of avoiding legal exposure. Recently, the major source of pre-disaster mitigation funds was eliminated. States should consider state-wide stormwater utilities to make up for this loss.

Earlier this year, the Paterson City Council proposed an ordinance to criminalize homelessness. Many residents were unhappy with the proposed ordinance, feeling that it was unjust to treat the homeless in Paterson that way, and that it wouldn’t effectively address the root causes. The ordinance was withdrawn, but homelessness in Paterson still needs to be addressed. This paper proposes alternate solutions to homelessness; through increasing shelter capacity, affordable housing, modifying the ordinance, increasing in voluntary commitment, measures, and alternatives to involuntary commitment.

Despite growing awareness of mental health disparities, BIPOC (Black, Indigenous, and People of Color) communities continue to face significant barriers in accessing culturally responsive mental health care. This dissertation explores the intersection between formal mental health services and informal social supports such as family, religious institutions, and community networks to understand which systems are more trusted, accessible, and effective for BIPOC individuals. This article considers the ways in which the material infrastructures of China’s Belt and Road Initiative (BRI) intersect with other infrastructural formations, and how the resulting overlaps can trigger processes of what I call “infrastructural splintering”. These processes cause infrastructure to be experienced in differentiating ways, creating divisive politics where there might once have been unity. Embracing these politics as an analytical starting point undermines the techno-material stability of the BRI, and reveals its more-than-material affects. Lagos is famous for its high traffic congestion and insufficient road infrastructure. This study examined the effect of BRT management and its influence on mobility in Lagos State. The study adopted a cross-sectional design involving data gathering through the primary data collection method using a closed-ended questionnaire purposively administered to 100 commuters of BRT buses in Lagos. The findings revealed a high positive relationship between managing the BRT system and mobility in Lagos State. I examined the opportunities to enhance equity in energy performance, climate resilience, and environmental adaptation through climate-resilient envelope retrofitting and spatially guided implementation strategies (via mappings of the Urban Heat Island -UHI- and socio-economic vulnerability indicators). Passive envelope retrofits of attic insulation; high-performance windows; cool roofs; and green roofs / walls, are examined across multiple climate zones of California' aged single-family housing stock, focusing on the Disadvantaged Communities (DACs).
