Barely noticed amid the returns from the 1998 midterm elections was a quiet revolution that goes to the heart of how and where Americans live. While most news accounts focused on the high-profile candidate elections, voters across the nation-in Democratic and Republican areas alike-approved more than 160 state and local ballot measures intended to preserve open space and limit urban sprawl.

The coalition forming around the idea of limiting sprawl includes environmentalists, farmers, big-city mayors, and some developers. But perhaps most important, the so-called "smart growth" movement also includes many suburban voters who are fed up with growth. For example, …

Projections indicate that the disparity in population numbers will widen further by the year 2025 when the global population is expected to be 8.5 billion, and at that time about 84% will be living in the developing countries (World Resources Institute, 1992). The greatest proportional increase will occur in Africa, where the population is projected to nearly triple, from a 1990 level of 642 million to 1.6 billion in 2025. Local governments can play an important role in protecting surface water resources through their compliance with federal and state regulations and through their own land use planning and management practices. Despite 30 years of water quality initiatives in the Lake Erie basin, nonpoint source runoff from urban and urbanizing lands remains a problem. Loss of riparian corridor integrity is increasing as urban areas in the Lake Erie basin experience areal growth. The use and management of land, predominantly a local responsibility, directly affects surface water resources. Yet, water resources in this desert area are finite, and in the near future, supply will fall short of demand. Plans are underway to supplement the existing supply, and proposals to secure additional sources are under investigation. But there are no guarantees these ambitious endeavors will materialize. The City of Auburn is faced with a number of problems relating to its dependency on two karst springs, Auburn and Summers Springs, to meet its water requirements. Besides being extremely vulnerable to contamination, the springs often discharge and insufficient volume of water needed for public consumption and dilution of the City’s treated wastewater.
