This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

The Revitalization Of Older Industrial Cities: A Review Essay Of Retooling For Growth, Timothy J. Bartik

This review essay debates the policy issues raised by the book Retooling for Growth: Building a 21st Century Economy in America's Older Industrial Areas, edited by Richard M. McGahey and Jennifer S. Vey (Brookings Institution Press, 2008). I argue that the main rationale for adopting policies to revitalize older industrial cities is to improve the per capita earnings of urban residents. Therefore, urban economic development policy should be seen as urban labor market policy. Increasing city residents' earnings requires progress on two fronts: increasing metropolitan labor demand; increasing the quantity and quality of the effective labor supply of city residents …

This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. Phase II of Florida’s Ocean and Coastal Economics Report was prepared for the Florida Oceans and Coastal Council and funded under contract #RM077 by the Florida Department of Environmental Protection. The Phase I report of Florida’s Ocean and Coastal Economies provided basic information that the NOEP compiles for all coastal states about employment, wages and output of those activities located geographically along Florida’s shoreline (Coastal Economy) as well as those activities directly dependent upon the oceans (Ocean Economy). The National Ocean Economics Program (NOEP), in cooperation with the California Coastal Conservancy and the Ocean Protection Council (OPC), completed this study to provide an inventory of state expenditures for the coast and ocean for fiscal years 2005-06 (FY 2006) and 2006-07 (FY 2007). The purpose of the study is to understand where current public investments are being made and whether further investments need to occur to be consistent with the OPC Strategic Plan as well as those of various state programs.

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Dense co-location of companies different from industries in large urban areas creates an environment for deploying new knowledge and increasing productivity of companies. In the year 1996 economists Paul Krugman and Livas Alizondo published a study addressing the correlation between the degree to which a country’s economy is open to foreign pressures and competition and the degree to which the country experiences the phenomenon of urban concentration. For the last several months, my colleagues and I at the Ohio Department of Development have been focused on the formation of a statewide economic development strategy that will establish our priorities and guide our future decisions. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. With full implementation, our strategic plan will not only guide Ohio's long-term investments, but will also help guide our daily decisions.

Hedonic Housing Prices In Ciudad Juarez, Karen P. Fierro

Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values

This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity. Permanently Failing Organizations? Small Business Recovery After September 11, 2001, Leigh Graham

Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster.
