ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.
Although ECHO housing provides a means for keeping an elderly resident close to family and …

All Maxine Goodman Levin School of Urban Affairs Publications
This report discusses the role of colleges and universities in the economic development of neighborhoods and cities through direct investments in real estate. Model State Land Use Legislation For New England, New England Environmental Finance Center, Muskie School Of Public Service
Model State Land Use Legislation For New England, New England Environmental Finance Center, Muskie School Of Public Service
Legislation
Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Miami Furniture Study, Center For Economic Development
Center for Economic Development Technical Reports
This research project, under the guidance of Dr. John Mullin and Professor Zenia Kotval, sought to study and examine Miami's fledgling furniture cluster as well as key elements of the American furniture industry. I believe that this report presents an honest unbiased "snapshot" of the American furniture industry and the City of Miami's furniture design district. All of the information contained within this report has been cited and referenced to the best of my ability.

The Film Industry Cluster Development Recommendations For Western Massachusetts, Center For Economic Development
Center for Economic Development Technical Reports
California is home to the world's largest movie clusters. It grew out of the need to extend beyond New York's confined environment. The opportunities that lay ahead were carefully planned and exploited. For Western Massachusetts to learn from this example it will have to discover a niche that can be marketed as truly worthy of attracting businesses away from established clusters. This will require a top-down approach from government bodies to ensure that a successful cluster fits wit the New England lifestyle. Current opportunities exist within factory towns that have available old mill buildings and infrastructure. Unfortunately the establishment of …

Mill Redevelopment In Rural Massachusetts Why There? And Not Here?, Center For Economic Development
Center for Economic Development Technical Reports
The purpose of this work is to identify both the obstacles and successful strategies of mill redevelopment in rural Massachusetts. While redevelopment has occurred in the historic industrial corridors of the Blackstone and Merrimac rivers, it has been largely absent in rural areas of Massachusetts. Therefore, the goal of this paper is to explain the forces that have acted as a catalyst for mill redevelopment in these areas, and examine why that has not occurred in rural New England. Our research has found that there are several obstacles that exist in rural areas that make mill redevelopment particularly challenging. However, …

Non-Optimal Levels Of Suburbanization, Philip E. Graves
Non-Optimal Levels Of Suburbanization, Philip E. Graves
PHILIP E GRAVES
Suburbanization has many causes, among which is the attempt to relocate to acquire a more desirable vector of local public goods. The traditional economists' procedure for valuing public goods involves vertical aggregation of marginal willingness to pay, at a given income level. This approach is flawed by failing to recognize that individuals will not work for goods that cannot be acquired individually with higher incomes. There will be a parallel input market failure any time there is a public good output market failure, thus the `given income' of the traditional valuation method is too low. Hence, traditional valuation methods result …
[Introduction To] Making A Place For Community: Local Democracy In A Global Era, Thad Williamson, David Imbroscio, Gar Alperovitz
[Introduction To] Making A Place For Community: Local Democracy In A Global Era, Thad Williamson, David Imbroscio, Gar Alperovitz
Bookshelf
When pundits refer to the death of community, they are speaking of a number of social ills, which include, but are not limited to, the general increase in isolation and cynicism of our citizens, widespread concerns about declining political participation and membership in civic organizations, and periodic outbursts of small town violence. Making a Place for Community argues that this death of community is being caused by contemporary policies that, if not changed, will continue to foster the decline of community. Increased capital flow between nations is not at the root of the problem, however, increased capital flow within our …

The forum was the third in a series of four intended to deepen the community’s understanding of some of the issues related to the plans for the Cleveland lakefront. Two Cheers For Gentrification, J. Peter Byrne
Two Cheers For Gentrification, J. Peter Byrne
Georgetown Law Faculty Publications and Other Works
The very word "gentrification" implies distaste. Advocates for the poor and ethnic minorities see affluent whites bidding up the prices for urban housing to levels that force poor families out, depriving them of affordable housing, perhaps rendering them homeless, and changing the character of a neighborhood from one that reflects distinct ethnic and class needs and cultural traditions into a bland emporium for expensive consumer goods. Sometimes historic preservation laws are indicted as particular culprits in setting this dynamic in motion. A result of these perceptions is that the legal literature on gentrification, in general, and historic preservation both reflect …
State Laws And The Independent Judiciary: An Analysis Of The Effects Of The Seventeenth Amendment On The Number Of Supreme Court Cases Holding State Laws Unconstitutional, Donald J. Kochan
Donald J. Kochan
In recent years, the Seventeenth Amendment has been the subject of legal scholarship, congressional hearings and debate, Supreme Court opinions, popular press articles and commentary, state legislative efforts aimed at repeal, and activist repeal movements. To date, the literature on the effects of the Seventeenth Amendment has focused almost exclusively on the effects on the political production of legislation and competition between legislative bodies. Very little attention has been given to the potential adverse effects of the Seventeenth Amendment on the relationship between state legislatures and the federal courts. This Article seeks to fill part of that literature gap, applying …
