Specifically, this thesis is a look into rap lyrics, subculture, policy, reflexivity and the formation of the social self. In a broader vision, this thesis attempts to mold a theoretical pathway that illuminates where our cultural products "come from," not historically, but socially. Through the vehicle of rap lyrics I attempt to show that there is a historical and social structure that molds, limits and contains the very possibility of what music and lyrics can come to be. The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. Violent Youth Crime Plummets To A 30-Year Low, Jeffrey A. Butts

FBI crime data show a considerable drop in violent youth crimes between 2010 and 2011, with arrests for murder and nonnegligent manslaughter dropping 20 percent in one year. Violent crime arrest rates in 2011 were 30 percent lower than in 2008. This databit shows the percent change in violent offenses charged against youth under 18 between 2010 and 2011 and the youth violent crime rate since 1981.

Milwaukee, Wisconsin is considered the most segregated city in the country and has the most disproportionate rate of minorities in Wisconsin’s juvenile justice system. The State of Wisconsin recognizes disproportionate minority contact (DMC) is a product of both differential offending by minorities and the racist differential processing by the juvenile justice system. Milwaukee’s residents are locked in a conflict about the role of racism in the high rates of minority crime and whether to address DMC with more stringent punishment or increasing alternatives to incarceration. Before the arrival of the base, Calabar was a community where many feared to enter. Constant shootings between rival gangs and sporadic police invasions made it a dangerous places to live in. This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Finally, recommendations based on the findings will be proposed.

Researchers, scholars, and policymakers interested in the falling rate of violent crime in New York City (NYC) have attempted to pinpoint causes of the welcome trend. Discovering the causes of the city’s crime drop may lead to important lessons for the city itself and may influence policy and practice throughout the state, nation, and perhaps other countries. Researchers have suggested a host of mechanisms that may explain the dramatic decline in violence, but two factors—misdemeanor policing and the transformation of drug markets—continue to receive the most attention. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Resolution refers to the use of managerial authority and administrative directives to influence system change; reinvestment entails using financial incentives to encourage system change, and realignment employs organizational and …

In any given year in the United States of America at least 100,000 domestic youth are sexually exploited through the commercial sex industry. Current national and state laws do not adequately protect these children from being groomed, pimped, and exploited over and over again in their young lives. A majority of these children are trafficked from, into or within the nation’s most populated state of California. Abstract This research explores application of the “broken windows” theory of public disorder and urban decline to the pattern and problem of police officer fatalities in motor vehicle crashes. It contextualizes the influential theory into a 45-year timeline of significant events related to legislative efforts and traffic safety behavioral safety programs in the United States. It finds one police agency that reported fewer crimes and fewer crashes after implementing a community-wide Safe Streets program designed around “broken windows” theory in 1997. This article examines the effectiveness of using different kinds of written reminders to reduce misdemeanor defendants’ failure-to-appear (FTA) rates. A subset of defendants was surveyed after their scheduled court date to assess their perceptions of procedural justice and trust and confidence in the courts. Reminders reduced FTA overall, and more substantive reminders (e.g., with information on the negative consequences of FTA) were more effective than a simple reminder. FTA varied depending on several offense and offender characteristics, such as geographic location (urban vs. rural), type of offense, and number of offenses. The reminders were somewhat more effective for Whites and …

Veterans’ treatment courts represent an emerging trend across the country of collaborative justice designed to deal with criminal justice issues stemming from problems linked to military service. This approach places the veteran in VA (Veterans Affairs) treatment programs as a diversion from incarceration. There are few such courts in California (nine) largely in non-rural counties. This study investigated two rural counties, Tulare and Santa Barbara with Veterans courts to develop a model for such a court in San Luis Obispo County. The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.
