Growing numbers of African American grandmothers are raising grandchildren under the auspices of the child welfare system; however, little is known about the manner in which child welfare policies and practices impact custodial grandparenting. Based on focus groups with African American grandmothers who are raising grandchildren as formal kinship caregivers, this study explored the ways in which the new formalized relationship between the child welfare system and African American custodial grandmothers is transforming the meanings and practices related to intergenerational caregiving in African American families. Color-Blind Individualism, Intercountry Adoption And Public Policy, Pamela Anne Quiroz

A prevailing ideology of color-blindness has resulted in privatizing the discourse on adoption. Color-blind individualism, the adoption arena's version of color-blind discourse, argues that race should not matter in adoption; racism can be eradicated through transracial adoption; and individual rights should be exercised without interference of the state. As privatization has increasingly dominated our world and disparities between countries have grown, so too has intercountry adoption. Race, Welfare Reform, And Nonprofit Organizations, Michael Reisch, David Sommerfeld

The Journal of Sociology & Social Welfare

This article presents research on the impact of welfare reform on 90 nonprofit organizations in Southeast Michigan. Utilizing a refined survey instrument, in-depth interviews and focus groups with agency executives and staff, and the analysis of agency documents, it assesses how the racial characteristics of agencies' client populations affected the organizational consequences of welfare reform. The study confirmed that welfare reform has affected the ability of nonprofit organizations to meet the increased expectations generated by recent legislation. These effects have been particularly pronounced among agencies serving a high proportion of racial minority clients.

Although much of the literature on American social welfare philosophy and policy is progressive and sincere in its objectives to dismantle poverty and economic oppression, the literature is limited in two important areas: 1) identifying American social welfare philosophy and policy as primarily Eurocentric in its worldview, and 2) applying the cultural values of people of color as a conceptual base to advance and diversify views on social welfare philosophy and policy. The recent attack upon Affirmative Action in the workplace demands that merit be the sole criterion of employment. Policies designed to eliminate discriminatory practices are in themselves discriminatory and suggest minorities are inferior. Such suggestions are archaic and simplistic. Each assumes that the workplace operates in a social vacuum when in fact a complex system of cultural norms precedes the influence of merit. For African-Americans color is a predcedent of merit. The assumption around the use of nonprofessionals as members of the agency team suggest that the "bridge" function is enhanced when the new worker and the client-system are similar in such factors as ethnicity, class, cultural background, religion, and so on. Data from a 1968 survey tested Grosser's hypothesis: "that staff similarity with the client in ethnicity...will result in greater accuracy regarding the client and his community (1966:60)".
