Mandatory Busing And Desegregation: Wichita, 1954 – 1999, Pilar Pedraza-Bailey

Wichita opened its first officially integrated school in 1954. Yet, by 1965, approximately 85% of schools in Wichita were predominantly white. After a 1966 complaint to the Department of Health, Education and Welfare (HEW) and a protracted legal battle, a federal administrative judge ordered the district to come up with a plan for integration or lose federal funding in 1971. The resulting mandatory busing plan remained in effect in Wichita for more than 40 years. Yet, in 2016, nine years after the official end of mandatory busing in Wichita, 25% of the city’s schools had already returned to what the …

Responsible fatherhood legislation bridges the gap between two explicit family policies in order to serve fathers: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 and the Child Support Enforcement Act of 1975. Historically, these two polices have been racialized and discourse surrounding them may contribute to negative cultural formula stories about the primary targets of responsible fatherhood programs: low-income Black fathers.

The first article addresses the question of whether and how congressional discourse disrupts or legitimizes negative cultural formula stories about Black fatherhood. This study examines congressional discourse during hearings on fatherhood legislation. Members of congress legitimized …

It is important to understand the quality of health care for racial and ethnic minorities covered under the largest U.S. government-run insurance program, Medicare, because the demographics of the U.S. are becoming older and more diverse. A new value-based program under Medicare is the Shared Savings Program (MSSP), which creates incentives to improve care quality and health outcomes for Medicare beneficiaries with a specific focus on increasing the provision of preventive care services. Researchers suggest that as public scrutiny and video recording of violent/tumultuous police encounters increase, police would back away from proactive enforcement, resulting in an increase in crime—the Ferguson Effect. Recent scholarship refined these concerns over police disengagement with the study of de-policing, while other scholars explored police self-legitimacy, in order to explain law enforcement behavior, given the immediacy and ubiquity of social media and digital communication. The goal of this paper is threefold: to serve as an oral history archive of the East Asian American experience at the 1991 People of Color Environmental Leadership Summit, to analyze the role of East Asian Americans in the Environmental Justice Movement (EJM), and to fill an ideological and political vacuum that exists in East Asian American communities. This work analyses the experiences of East Asian Americans who were present at the 1991 People of Color Environmental Leadership Summit--an event scholars have attributed to igniting the EJM. Rape and sexual violence has been a part of war throughout history. Wartime rape that occurred during the 20^th century was often marked by public spectacle and brutality, which caught the attention of the world in new ways. Scholars, policymakers and the general public now consider how militaries and armed groups use rape as a tool of ethnic cleansing and genocide, meaning that this form of violence is used to hinder the health and growth of the enemy population. Black Lives Matter (BLM) is a chapter-based and member-led organization created out of grief by three queer black women. This thesis examines the international impact of BLM. I conducted telephone interviews with activists and advocacy organizations who have organized activist networks and/or won struggles against institutional racism outside of the United States. These activists are located in Kenya, South Africa, Brazil, Australia, India, Spain, The Netherlands, Sweden, and Paris. I conclude that BLM has inspired the creation and supported the continued development of organizations advocating for national and transnational social and racial justice on a global scale. This project centers the multi-generational familial relationships between system-impacted Black women, mapping and uncovering the ways in which incarceration and practices of punishment impact, shape, hurt, and displace Black femme lineages. Through a qualitative lens and a specific focus on the current social and political landscape of Los Angeles, this dissertation examines the ways Black women are impacted by carceral ideology; from punitive definitions of Black womanhood, to the surveillance on Black femme familial intimacy and the rupture of Black women’s sense of home and place. This paper aims to explore why some suburbs adopt land use policies that encourage exclusivity and segregation, meanwhile others adopt land use policies that encourage inclusivity and integration. Specifically, I analyze the social, economic, and political factors that motivate the adoption of certain land use policies. This research extends Charles Tiebout’s public choice theory in conjunction with Michael Danielson’s theory on local government autonomy over land use regulation. These theories combine to explore the understudied relationship of median voter pressure on local government to explain how political actors adopt policies motivated by pressure from from residents, or median voters. Based on six in-depth interviews with Black women in the Metro-Atlanta area who have at some point in the past ten years received welfare assistance, this project serves to understand how Black women relate to the welfare system in the current moment. Women still rarely choose to seek employment in advanced manufacturing. Lack of familiarity with manufacturing jobs and education programs, lack of role models, and too few experiential opportunities contribute to women not choosing manufacturing jobs as well as other jobs traditionally held by men (Reha, Lufkin, & Harrison, 2009; St. Rose & Hill, 2013; Starobin & Laanan, 2008). Nontraditional jobs for women often provide higher wages and more opportunity for advancement than traditional jobs for women.
