Racial and ethnic divisions at the national level and their effects on politics take on an abstract character when not discussing specific communities. To obtain a reliable, consistent, and potentially reliable measure of a relationship, demographic information and voting behaviors at the small community, submetropolitan level must be examined in high-turnout, same-office elections over a protracted period, ideally in a polity with a penchant for racial tolerance. This study explores the relationship between Black police officers, Black citizens, and their external environment using a group of 30 police officers and citizens to establish the connection between police officer race and perceptions by same race citizens within the context of police use of force. I use the term Black to be inclusive of African Americans as well as others of African descent without regard to their ethnicity or national origin. The Clarification Of Proposition 209: Gauging The Impact On Native Americans At The University Of California, Charles R. Herman

Proposition 209 banned the consideration of race or ethnicity in admission decisions to the University of California (UC). The UC “clarified” their policy in 2008, recognizing that Native Americans enrolled in a federally recognized tribe enjoy a political status that enables them to be offered affirmative action, even when the consideration of race or ethnicity is banned. The Clarification led to a statistically significant surge in the Native American applicant share, acceptance rate, admit share, and enrollment share. Enrollment share increased by 56% from 2008 to 2010 at the UC, even as the three-tiered California system of higher education saw …
