The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. Women’s political representation is linked to the empowerment of women in society. In efforts to alleviate women’s disenfranchisement from the political discourse, the international development framework included gender quotas as mechanisms to facilitate an increase in the presence of women in parliaments. Existing research has examined the link between Hanna F. Pitkin’s conceptualization of descriptive representation and substantive representation with a focus on performative measures of women parliamentarians. Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.
