Since the founding of The Virginia Quarterly Review, one topic has turned up again and again: the journal's native region. The culture, economy, past, and future of the American South have presented the Review with a constantly changing and yet stubbornly persistent set of anxieties and hopes. To survey the essays on the South that have appeared in these pages is to survey much of the region's history in the 20th century.

Black Women In Durham Politics, 1950-1996: From Grassroots To Electoral Politics, Grace Walton

New England Journal of Public Policy

Based on the author's senior thesis in African-American history; this article about black women by a black woman was conceived to educate Americans about a different kind of history. It illustrates the silent political struggles of black women in Durham, North Carolina, and their gradual acceptance into American politics from 1950 to 1996. The oral history design demonstrates that black women's political activity underwent a transformation from grassroots politics to full electoral participation, which brought them to the forefront of Durham politics. As Community Development Organizations (CDOs) are the primary vehicle for development in low-income neighborhoods, scholars have begun to examine them in terms of the degree to which they increase citizen participation, increase civic capacity, as well as stabilize and revitalize neighborhoods through the creation of social capital. According to Putnam, civic action requires the existence of social capital; he defines social capital as "norms, trust, and networks." As Gittell and Vidal note, there has been a "virtual industry of interest and action created around the implication of Putnam's findings for the development of low-income communities."

Using data from the March and June 1999 surveys of the Social Weather Stations (SWS), we generate and analyze design-based estimates of the subpopulation means and standard deviations of President Estrada’s ratings and of his net satisfaction index over certain respondent characteristics. We also estimate the parameters of a design-consistent ordered probit model of the ratings and compare the coefficient estimates as well as the marginal effects on the ratings probabilities of the March and June regressors to identify the respondent attributes that contributed to the net decline in his popularity. Since the collapse of communism in Eastern Europe, there have been several waves of interest in establishing more contemporary relations with Russia, punctuated by failure and frustration. Many who would deal with the Russians have little factual information concerning Russian history, and are guided largely by some combination of good will, self interest, and outmoded structural assumptions concerning Russia and the Russian experience (Wedel 1998). This ignorance, in turn, contributes to negative perceptual and behavioral responses on the part of the Russians to these overtures, and any that may follow. In the early fifties, the Sarawak Chinese Literature was still in its infancy stage. The youths had yet come of age and were struggling and searching for their paths in literary writing.
