Rates of urbanization in Ethiopia are significant and, increasingly, young females are among those who migrate from rural to urban areas. Previous research in Addis Ababa showed that, compared to boys and young men, young female migrants are more likely to migrate to cities without the accompaniment of immediate family members. and often move in with people with whom they have only loose affiliation or live on their own. Bangladesh is a significant labor-sending country, with about 7.8 million Bangladeshis working abroad. Major destinations for migrant workers are the Gulf Cooperation Council (GCC) countries. Female migrants represent 12 percent of the migration flow, with a majority engaged as domestic workers. Migration to GCC countries is characterized by short-term temporary migration, migration of low- and semi-skilled workers, laborers with low literacy level, debt-financed migration, and often migration through unofficial channels. The overseas labor recruitment industry often leaves migrants susceptible to human trafficking, forced labor, and modern slavery. Also, many migrants return empty-handed and with huge debt. Large numbers of Ethiopian women seek domestic work in the Middle East Corridor—a significant social trend that reflects a key livelihood strategy used by Ethiopian families and communities in the face of widespread poverty. Research related to this type of migration is extensive, but mainly concentrated on the “push” and “pull” factors and the potential risks of labor exploitation, trafficking, and resultant threats to migrants’ physical, mental, and sexual health. This report presents preliminary findings from the first phase of data collection of the Meneshachin ‘Our Departure’ qualitative study conducted by the London School of Hygiene and Tropical Medicine in collaboration with the Population Council in Ethiopia and the Freedom Fund, with support and funding from the U.S. Department of State. In India, the construction industry is the second-largest employer, with 51 million workers currently employed. Contracting and subcontracting has contributed to the rise of intermediary labor contractors, who provide migrants with information about labor markets and bring them to construction sites for work. Engagement in physically demanding low-skill jobs, low wages, harsh working conditions, and often deplorable living arrangements characterize the lives of many migrant construction workers. More than a quarter of all overseas Indians resided in Gulf Cooperation Council (GCC) countries in 2020. Migration to Gulf countries is dominated by unskilled and semi-skilled workers who work on a contract basis and who must return home once their contract expires. The Indian government has introduced measures to promote safe overseas migration for work, but labor exploitations in the India-GCC migration corridors are widely documented. The Global Estimates of Modern Slavery report of 2021 stated that 6.3 million people were in situations of forced commercial sexual exploitation (CSE) on any given day worldwide. Asia and the Pacific region (which includes South Asia) were host to more than half of the global total of forced labor, including those in CSE. Bangladesh is one of the three main countries of origin for trafficked persons in South Asia. The majority of refugees around the world are in protracted refugee situations, living in exile for at least five years with no sign of a durable solution. There are three possible durable solutions: repatriation, local integration, and resettlement. Repatriation remains the main durable solution, but the circumstances should be conducive for return to the country of origin. In the meantime, local integration gives refugees some certainty about what to do with their lives. Local integration is a process with three interrelated dimensions: legal, economic, and social. This research brief focuses on brokers in Ethiopia—both licensed and unlicensed—who place migrating girls into jobs such as domestic work, waitressing, and commercial sex work. The characteristics of brokers, their contacts, ways of working, and how brokers both support and harm migrant girls is examined. Brokers sometimes provide support to girls that goes beyond job placement, such as providing girls with necessary help in their initial days, including financial assistance, short-term lodging, and food. To control the spread of COVID-19 in India and to aid the efforts of the Ministry of Health and Family Welfare, the Population Council and other nongovernmental organizations are conducting research to assess residents’ ability to follow sanitation and social distancing precautions under a countrywide lockdown. The Population Council COVID-19 study team is implementing rapid phone-based surveys to collect information on knowledge, attitudes, and practices, as well as needs, among 1,237 young people. Domestic work is frequently the initial survival strategy for rural Ethiopian girls migrating to urban areas. Following migration from rural areas, most girls enter the workforce as domestic workers, because it is a readily available form of work requiring little or no education. In 2015–16, the Population Council undertook a study of migrant, out-of-school girls in urban and rural areas in six Ethiopian regions which demonstrated that this is a common phenomenon. Originating from poor rural areas and armed with little in the way of education, domestic workers receive low pay and frequently work in abusive situations, including sexual abuse. …

The Filles Éveillées (“Girls Awakened”) program provides migrant adolescent domestic workers in Burkina Faso with the skills, knowledge, and social capital to reduce their vulnerability and increase their opportunities. The program consists of three elements: a safe space for girls to meet, access to same-sex peers to develop social networks, and a female mentor. Burkina Faso has the tenth youngest population in the world, with 45 percent of the population below the age of 15. Young people in Burkina Faso, especially adolescent girls, have few economic opportunities, particularly in rural areas. This drives migration to urban areas in search of employment. On their own, girls are physically and economically vulnerable and many are at heightened risk for gender-based violence. Report of a study assessing the important role of migration in the spread of HIV in districts with high out-migration in India. The study suggests a considerable spread of HIV linked to migrants’ extramarital sexual behaviors, and subsequent delay in treatment for infected spouses. In order to control the spread of HIV, the study provides programmatic recommendations made by the study participants and the counselors from ICTCs and ART centers. HIV prevalence in Maharashtra is one of the highest among Indian states. The specific objectives of this study were: to understand the patterns and drivers of migration/mobility of men who migrate for the purpose of work in the state of Maharashtra; to describe the characteristics of vulnerable subpopulations among migrant men; and to examine the determinants of high-risk sexual behavior among the subpopulations of migrant men with particular emphasis on the role of mobility in determining the sexual risk behavior. Karnataka is one of the high HIV prevalence states in India. Results from the National Family Health Survey indicate that 0.69 percent of adults aged 15–49 were infected with HIV in 2005–06. According to sentinel surveillance system data, HIV prevalence among pregnant women receiving antenatal care (ANC) in Karnataka was 1.3 percent. Further, 18 of the state's 27 districts have recorded HIV prevalence of more than 1 percent among pregnant women receiving ANC in sentinel sites. This working paper addresses differences in outcomes across households residing in slums and non-slum urban areas of India. We first established that if utility is defined as access to public goods such as water and sanitation, then residents in non-slum urban areas are unambiguously better off than slum dwellers. On the other hand, we found that the distribution of private goods (monthly per capita expenditure and per capita living area) in non-slum areas does not dominate the distribution of these goods in the slums, implying that non-slum residents are not unequivocally better off than slum residents. Maharashtra was one of the first states to be affected by HIV in India. Results from the National Family Health Survey (NFHS-3) in 2005–06 indicate that 0.62 percent of men and women aged 15–49 years were infected with HIV, as compared to the national average of 0.28 percent. HIV sentinel surveillance data from sites across Maharashtra indicate that 1.3 percent of pregnant women receiving antenatal care (ANC) and 10.4 percent of patients receiving treatment for sexually transmitted infections in 2005 were infected with HIV. The goal was to provide evidence to inform the design and implementation of HIV interventions for male migrant workers. The present study was undertaken by the Population Council in partnership with Annamali University, Tamil Nadu, India to study the broad patterns and motivating forces driving migrant men’s mobility and the contexts that determine and influence their engaging in high-risk activities that increase their vulnerability to HIV. The results indicate large interdistrict movements of working men in Tamil Nadu with a little variation across districts and greater mobility among younger men. This report presents the findings from the female sex workers study in Andhra Pradesh, India implemented by TNS India Private Limited and the Population Council in New Delhi. Specifically the study was undertaken to assess the volume and patterns of mobility of female sex workers; to describe the characteristics of mobile female sex workers; and too examine the determinants of HIV risk among female sex workers, with particular emphasis on mobility-related characteristics. According to recent estimates, Maharashtra, India recorded high HIV prevalence among female sex workers, however there is a dearth of research documenting the migration patterns of sex workers and the linkages between their mobility and vulnerability to HIV. This Population Council study attempts to answer some of the questions on mobility and migration of female sex workers in Maharashtra as they relate to the HIV epidemic. In Karnataka, South India, HIV infection is spreading, with female sex workers (FSWs) a high-risk group. In an effort to gain control over the epidemic, the HIV/AIDS program has made substantial efforts in the last few years toward offering FSWs access to information about sexually transmitted infections/HIV/AIDS and to condoms, clinics, and other medical services.
