Bangladesh is a significant labor-sending country, with about 7.8 million Bangladeshis working abroad. Major destinations for migrant workers are the Gulf Cooperation Council (GCC) countries. Female migrants represent 12 percent of the migration flow, with a majority engaged as domestic workers. Migration to GCC countries is characterized by short-term temporary migration, migration of low- and semi-skilled workers, laborers with low literacy level, debt-financed migration, and often migration through unofficial channels. The overseas labor recruitment industry often leaves migrants susceptible to human trafficking, forced labor, and modern slavery. Also, many migrants return empty-handed and with huge debt. In India, the construction industry is the second-largest employer, with 51 million workers currently employed. Contracting and subcontracting has contributed to the rise of intermediary labor contractors, who provide migrants with information about labor markets and bring them to construction sites for work. Engagement in physically demanding low-skill jobs, low wages, harsh working conditions, and often deplorable living arrangements characterize the lives of many migrant construction workers. More than a quarter of all overseas Indians resided in Gulf Cooperation Council (GCC) countries in 2020. Migration to Gulf countries is dominated by unskilled and semi-skilled workers who work on a contract basis and who must return home once their contract expires. The Indian government has introduced measures to promote safe overseas migration for work, but labor exploitations in the India-GCC migration corridors are widely documented. The Population Council, in partnership with the Global Fund to End Modern Slavery and the Norwegian Agency for Development Cooperation, undertook a multicomponent study to better understand the relationship between debt and overseas labor migration from India. The study shed light on: levels and patterns of household indebtedness among migrant households, with a special focus on households with overseas migrants; cost of overseas labor migration from India and the role of debt in financing overseas migration; role of debt in migration-related decisions; differences in work-related choices and experiences and financial vulnerabilities migrant workers experienced by household indebtedness; and migrant workers’ …

The Global Estimates of Modern Slavery report of 2021 stated that 6.3 million people were in situations of forced commercial sexual exploitation (CSE) on any given day worldwide. Asia and the Pacific region (which includes South Asia) were host to more than half of the global total of forced labor, including those in CSE. Bangladesh is one of the three main countries of origin for trafficked persons in South Asia. India has been identified as a source, destination, and transit location for trafficking of forced labor, including CSE. The majority of refugees around the world are in protracted refugee situations, living in exile for at least five years with no sign of a durable solution. There are three possible durable solutions: repatriation, local integration, and resettlement. Repatriation remains the main durable solution, but the circumstances should be conducive for return to the country of origin. In the meantime, local integration gives refugees some certainty about what to do with their lives. Local integration is a process with three interrelated dimensions: legal, economic, and social. This research brief focuses on brokers in Ethiopia—both licensed and unlicensed—who place migrating girls into jobs such as domestic work, waitressing, and commercial sex work. The characteristics of brokers, their contacts, ways of working, and how brokers both support and harm migrant girls is examined. Brokers sometimes provide support to girls that goes beyond job placement, such as providing girls with necessary help in their initial days, including financial assistance, short-term lodging, and food. Alternatively, brokers can be a source of considerable risk for girls. It was reported that brokers often exploit newly arriving girls for sex, expose them to …

To control the spread of COVID-19 in India and to aid the efforts of the Ministry of Health and Family Welfare, the Population Council and other nongovernmental organizations are conducting research to assess residents’ ability to follow sanitation and social distancing precautions under a countrywide lockdown. The Population Council COVID-19 study team is implementing rapid phone-based surveys to collect information on knowledge, attitudes, and practices, as well as needs, among 1,237 young people. Domestic work is frequently the initial survival strategy for rural Ethiopian girls migrating to urban areas. Following migration from rural areas, most girls enter the workforce as domestic workers, because it is a readily available form of work requiring little or no education. In 2015–16, the Population Council undertook a study of migrant, out-of-school girls in urban and rural areas in six Ethiopian regions which demonstrated that this is a common phenomenon. Originating from poor rural areas and armed with little in the way of education, domestic workers receive low pay and frequently work in abusive situations, including sexual abuse. …

While migration can be risky, for the majority of girls, migration can increase opportunities and economic stability and provide them with the autonomy to make decisions about their lives. Preventing the worst outcomes and helping girls succeed are essential to unlocking the benefits of migration. The Filles Éveillées (“Girls Awakened”) program provides migrant adolescent domestic workers in Burkina Faso with the skills, knowledge, and social capital to reduce their vulnerability and increase their opportunities. The program consists of three elements: a safe space for girls to meet, access to same-sex peers to develop social networks, and a female mentor. This report summarizes the results of an evaluation of Filles Éveillées aimed to improve the program in its second cycle. Burkina Faso has the tenth youngest population in the world, with 45 percent of the population below the age of 15. Young people in Burkina Faso, especially adolescent girls, have few economic opportunities, particularly in rural areas. This drives migration to urban areas in search of employment. On their own, girls are physically and economically vulnerable and many are at heightened risk for gender-based violence. This working paper addresses differences in outcomes across households residing in slums and non-slum urban areas of India. We first established that if utility is defined as access to public goods such as water and sanitation, then residents in non-slum urban areas are unambiguously better off than slum dwellers. On the other hand, we found that the distribution of private goods (monthly per capita expenditure and per capita living area) in non-slum areas does not dominate the distribution of these goods in the slums, implying that non-slum residents are not unequivocally better off than slum residents. Internal migration in Southeast Asia raises questions about strains upon traditional systems of support for older adults. While remittances to parents’ households play a role in rural household economies, uncertainty remains regarding whether and under what circumstances children interact with their elderly parents. This paper focuses on the adult children of older persons living in rural Cambodia and Thailand and examines the determinants of personal visits, monetary remittances, and more general forms of household support. The association of migration with the spread of AIDS in sub-Saharan Africa is well documented, yet the social and behavioral mechanisms underlying this relationship remain poorly understood. Using data from the 1993 Kenya Demographic and Health Survey, this paper examines whether migrants are more likely than nonmigrants to have multiple recent sexual partners and not to use condoms with those partners. Results indicate that migation is a critical factor in high-risk sexual behavior and that its importance varies by gender and by the direction of movement.
