Rates of urbanization in Ethiopia are significant and, increasingly, young females are among those who migrate from rural to urban areas. Previous research in Addis Ababa showed that, compared to boys and young men, young female migrants are more likely to migrate to cities without the accompaniment of immediate family members. and often move in with people with whom they have only loose affiliation or live on their own. Bangladesh is a significant labor-sending country, with about 7.8 million Bangladeshis working abroad. Major destinations for migrant workers are the Gulf Cooperation Council (GCC) countries. Female migrants represent 12 percent of the migration flow, with a majority engaged as domestic workers. Migration to GCC countries is characterized by short-term temporary migration, migration of low- and semi-skilled workers, laborers with low literacy level, debt-financed migration, and often migration through unofficial channels. The overseas labor recruitment industry often leaves migrants susceptible to human trafficking, forced labor, and modern slavery. Also, many migrants return empty-handed and with huge debt. It is estimated that there are 17.2 million child domestic workers globally, most of whom are girls. Research related to this marginalized group is limited, with most at a small scale or subsumed in other topics, such as domestic workers generally. The dearth of evidence limits awareness about girls in such circumstances and inhibits the design and implementation of context-appropriate policy and program responses. Large numbers of Ethiopian women seek domestic work in the Middle East Corridor—a significant social trend that reflects a key livelihood strategy used by Ethiopian families and communities in the face of widespread poverty. Research related to this type of migration is extensive, but mainly concentrated on the “push” and “pull” factors and the potential risks of labor exploitation, trafficking, and resultant threats to migrants’ physical, mental, and sexual health. This report presents preliminary findings from the first phase of data collection of the Meneshachin ‘Our Departure’ qualitative study conducted by the London School of Hygiene and Tropical Medicine in collaboration with the Population Council in Ethiopia and the Freedom Fund, with support and funding from the U.S. Department of State. The Global Estimates of Modern Slavery report of 2021 stated that 6.3 million people were in situations of forced commercial sexual exploitation (CSE) on any given day worldwide. Asia and the Pacific region (which includes South Asia) were host to more than half of the global total of forced labor, including those in CSE. Bangladesh is one of the three main countries of origin for trafficked persons in South Asia. In India, the construction industry is the second-largest employer, with 51 million workers currently employed. Contracting and subcontracting has contributed to the rise of intermediary labor contractors, who provide migrants with information about labor markets and bring them to construction sites for work. More than a quarter of all overseas Indians resided in Gulf Cooperation Council (GCC) countries in 2020. Migration to Gulf countries is dominated by unskilled and semi-skilled workers who work on a contract basis and who must return home once their contract expires. The majority of refugees around the world are in protracted refugee situations, living in exile for at least five years with no sign of a durable solution. There are three possible durable solutions: repatriation, local integration, and resettlement. Repatriation remains the main durable solution, but the circumstances should be conducive for return to the country of origin. In the meantime, local integration gives refugees some certainty about what to do with their lives. Local integration is a process with three interrelated dimensions: legal, economic, and social. This research brief focuses on brokers in Ethiopia—both licensed and unlicensed—who place migrating girls into jobs such as domestic work, waitressing, and commercial sex work. The characteristics of brokers, their contacts, ways of working, and how brokers both support and harm migrant girls is examined. Brokers sometimes provide support to girls that goes beyond job placement, such as providing girls with necessary help in their initial days, including financial assistance, short-term lodging, and food. Health care providers collect an array of documentation and specimens to support criminal investigations. Such documentation and specimens are referred to as “medico-legal” or “forensic” evidence, and in the case of rape, include a survivor’s documented injuries and emotional state at the time of examination, as well as samples and specimens from the survivor’s body or clothing. For survivors of rape and defilement who want to obtain legal justice, medico-legal evidence is critical. Implementers of sexual and gender-based violence programs in refugee settings are typically eager to learn about the extent to which their programs are making a difference in the lives of those they serve. Basic monitoring information can help address this imperative without unduly burdening program implementers with time-consuming evaluations. The Sauti/VOICE project is guiding adaptation and implementation of evidence-based SGBV interventions in refugee contexts. One-Stop Centers’ (OSCs) have grown in popularity for responding to sexual and gender-based violence (SGBV) in the East, Horn, and Great Lakes regions of Africa. OSCs attempt to provide an integrated, multisectoral response to SGBV survivors’ needs in one location. In resource-constrained settings, the most common services offered at OSCs include health care, psycho-social support, police and judicial services, as well as social support. Studies demonstrate that health-facility-based OSCs that are owned and run by health-facility staff are more effective than NGO-run OSCs in achieving the broadest range of desired health and legal outcomes for SGBV survivors. Developed in 2018, the Global Compact on Refugees is a nonbinding agreement among United Nations Member States and other relevant stakeholders, including international organizations. Sexual and gender-based violence (SGBV) “screening” refers to the standardized assessment of clients for SGBV incidents, regardless of reasons for presenting at a health facility. Domestic work is frequently the initial survival strategy for rural Ethiopian girls migrating to urban areas. Following migration from rural areas, most girls enter the workforce as domestic workers, because it is a readily available form of work requiring little or no education. In 2015–16, the Population Council undertook a study of migrant, out-of-school girls in urban and rural areas in six Ethiopian regions which demonstrated that this is a common phenomenon. Originating from poor rural areas and armed with little in the way of education, domestic workers receive low pay and frequently work in abusive situations, including sexual abuse. …

Le programme «Filles Éveillées» a été conçu dans le but d’accroître les réseaux sociaux et de développer les compétences des adolescentes migrantes employées de maison au Burkina Faso urbain. Il a fait l’objet de deux cycles pilotes: en 2011-2012 à Bobo-Dioulasso, puis en 2012-2013 à Ouagadougou et Bobo-Dioulasso. Une évaluation de processus a été effectuée entre les deux cycles avant d’évaluer l’efficacité du programme et d’y proposer les améliorations de structure, mise en œuvre et contenu jugées utiles avant le lancement de la seconde cohorte. The Filles Éveillées (Girls Awakened) program was designed to increase social networks and skill building among migrant adolescent girls in domestic service in urban Burkina Faso. The program was piloted over two cycles: 2011–2012 in Bobo Dioulasso, and 2012–2013 in Ouagadougou and Bobo Dioulasso. According to this evaluation report, process evaluation was conducted between the two cycles to assess program effectiveness and suggest improvements for program structure, implementation, and content before launching the second cohort. Changes resulting from this process evaluation included simplifying the sexual and reproductive health program content; reordering the modules and introducing financial capabilities earlier so that …

Le programme «Filles Éveillées» a été conçu pour apporter aux adolescentes migrantes employées de maison les compétences, les connaissances et le capital social qui leur permettent de réduire leurs vulnérabilités et de s’ouvrir de nouveaux débouchés. Les observations tirées de la collecte de données quantitatives et qualitatives ont révélé le succès considérable du programme: il est largement apprécié et a été bien reçu par les participantes, les mentors, les membres de la communauté et tous les autres intéressés. The Filles Éveillées (“Girls Awakened”) program provides migrant adolescent domestic workers in Burkina Faso with the skills, knowledge, and social capital to reduce their vulnerability and increase their opportunities. The program consists of three elements: a safe space for girls to meet, access to same-sex peers to develop social networks, and a female mentor. Burkina Faso has the tenth youngest population in the world, with 45 percent of the population below the age of 15. Young people in Burkina Faso, especially adolescent girls, have few economic opportunities, particularly in rural areas. This drives migration to urban areas in search of employment. On their own, girls are physically and economically vulnerable and many are at heightened risk for gender-based violence. The Population Council conducted formative research in 2010 to better understand the situation of migrant adolescent girls in domestic service in urban Burkina Faso, and subsequently designed a safe spaces intervention.
