The present report is the fourth in the annual series begun by that initial study; it extends the time period covered through 2002, and expands the number of individual cities and towns for which data on subprime refinance lending are provided to 108.
Although motivated by a concern with predatory lending, this study and its predecessors – like all of the other quantitative studies of which I am aware – analyzes and reports on lending by subprime lenders. It is therefore important to emphasize that although all predatory loans are subprime, only a fraction of subprime loans are predatory. While …

The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded to include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In this year’s report, the geographic coverage has been further expanded t o include a total of 108 communities.

Technology Goes Home (TGH) is an innovative program designed to bridge the digital divide by bringing technology into low-income families’ homes. This Boston Digital Bridge Foundation (BDBF) program strives to prepare adults for employment opportunities and to help children improve academic performance by offering computer training and equipment to families in Boston neighborhoods and schools. Classes are offered in groups, with parents and children learning together in order to strengthen families and build community as well as skills. Neighborhood programs are operated in six communities through Neighborhood Technology Collaboratives, coalitions of community-based organizations. Growing Disparities Among Greater Boston Communities During The 1990s, David Terkla

During the 1990s, rich communities in the Greater Boston area got richer, and the richest made gains that were proportionally greater than the gains made by those communities only slightly less rich. At the same time, the poorest communities stayed poor, and in fact became more poor in comparison with communities slightly less poor. This dynamic is even more striking when the ten poorest communities are compared and contrasted with the ten wealthiest communities. Census figures show a rapidly expanding differential between the communities of the Greater Boston area. As a commonwealth, we should be considering policies designed to ameliorate …

Over the past decade there has been an increasing national emphasis on the participation of individuals with disabilities in the labor force. This concern was recognized through Executive Order No. 13078 signed by President Bill Clinton in March 1998, establishing the Presidential Task Force on Employment of Adults with Disabilities. The Task Force was charged with a mission "to create a coordinated and aggressive policy to bring adults with disabilities into gainful employment at a rate that is as close as possible to that of the general adult population" (Section 1 (c)). Throughout the 1990s the United Nations Human Development Index, an annual report that measures human development, depicted Sierra Leone as one of, if not the poorest nation on the planet. In 2001, the same report depicted 162 countries in terms of human development and Sierra Leone ranked 162. This Sub-Saharan nation experienced a total collapse of its state and society beginning in 1990. The United Nations and the rest of the international community are only now beginning to work towards putting Sierra Leone together again.

As the Latino population in Massachusetts continues to grow, there has been a corresponding increase in the number of Latinos achieving elected office throughout the state. Twenty years ago there was only one Latino serving in elected office in Massachusetts—Nelson Merced. In 1995, there were only four elected officials who were Latino and no state representatives. Today, through the hard work of candidates, activists, and Latino community activists and organizations, there are three Latinos serving as state legislators, fourteen holding municipal office, and an increasing number of campaigns at all levels of municipal and state government being conducted.

Individuals with disabilities are one of the fastest-growing segments of United States society. In 1970, 11.7% of the United States population was limited in activity, a major factor in measuring and identifying people with disabilities. In 1990, because of the aging of America, 13.7 % of the population could be so identified. By 1994, 15% of the population fell into this group. The aim of this research was to study the background of boys referred to an assessment centre by the juvenile courts, and to look in particular at the area of educational history. More specifically the study sought to ascertain young offenders own perceptions of education. The research was carried out in a number of phases: Phase one consisted of the accumulation of baseline data on the backgrounds of young offenders in Ireland through the analysis of the files held in a juvenile assessment centre. The problems of Connecticut, this author believes, parallel those of Nigeria, which are described by Chinua Achebe in The Trouble with Nigeria. Both places may be considered dirty, callous, ostentatious, and dishonest. The causes of these and other defects are also similar: unusually large disparities in living standards, high cost of living, localism, and lack of leadership. In Connecticut, gross inequities in taxation seem to intermingle with and reinforce all these roots of unpleasantness.

The significant underrepresentation of people of color in all occupational fields is clearly indicative of the exceptionally low percent of people of color in graduate and professional schools in America. Unless drastic actions are taken by universities across the nation to identify and recruit a significant number of students of color in undergraduate colleges it is unlikely that significant numbers of people of color will be available in the near future for potential employment.
