This dissertation examines American television during a period I call the long 1980s. I argue that during this period, television became invested in new and provocative images of masculinity on screen and in networks’ attempts to court audiences of men. I have demarcated the beginning and ending of the long 1980s with the declaration of Jimmy Carter as Time magazine’s Man of the Year in 1977 and Bill Clinton’s inauguration in 1993. In recent years the Lesbian, Gay, Bisexual, and Queer (Queer) community has experienced unprecedented acceptance in U.S. culture. Yet, education, historically slow to change (Fullan & Miles, 1992), continues in many states to promote a heteronormative culture that does not recognize nor promote equity for the queer community that exists within their schools (Barrett & Bound, 2015).

On April 4, 2011, the U.S. Department of Education issued a Dear Colleague Letter on campus sexual assault reaffirming the intent of Title IX, the 1972 law that prohibits discrimination sex-based under any education program or activity receiving federal financial assistance. In response to growing concern over due process rights for defendants, in September 2017 the guidance was rescinded. Public policy continues to evolve, leading to potentially lasting institutional changes on many college campuses. These developments include the formalization of campus investigations and adjudications, the development of campus coordinating committees and expanded support mechanisms for victims. THROUGH THE FIGURE OF FICTIONAL CHARACTER KATNISS EVERDEEN, THIS DISSERTATION STUDIES HOW THE FILM INDUSTRY SIMULTANEOUSLY ENTRENCHES AND DISRUPTS GENDER, SEXUAL, AND RACIAL NORMATIVITIES. THE PROJECT USES TEXTUAL ANALYSIS AND PARTICIPANT RESEARCH TO ANALYZE HOW THE FILMS AND NOVELS OF THE HUNGER GAMES SAGA ENCAPSULATE BOTH DOMINANT AND ALTERNATIVE CONCEPTIONS RELATED TO FEMININITY, MASCULINITY, WOMANHOOD, AND MOTHERHOOD. IT ALSO EXPLORES IF AND HOW THE FEMALE HEROINE CAN BE READ AS FEMINIST AND PRODUCES A SENSE OF EMPOWERMENT.
