Sexual violence and rape culture are substantial issues in our society and on our college campuses. The goal of this project is to provide research that investigates rape culture on college campuses as a human rights violation and ways to address it in an intersectional manner through human rights education. The research for this project, conducted through a literature review, provides the ability to look at rape culture through a human rights education lens. Nearly twenty-three years since the Dayton Peace Accords ended the military violence in Bosnia and Herzegovina (Bosnia), the right to reparation for survivors of conflict-related sexual violence remains unrealized, as existing mechanisms for acquiring compensation and psycho-social services are gender-blind, decentralized, discriminatory, and nonexistent in parts of the country.

In 2012, the Bosnian government sought to begin remedying this broken system through the draft Programme for Victims of Wartime Rape, Sexual Abuse and Torture, and their Families (Programme). A new journal devoted to the broad examination of sexual exploitation, violence and slavery has been launched by a prominent University of Rhode Island professor and researcher Donna M. Hughes. Since its debut last year, the first-of-its-kind online journal Dignity has been a global success, with people from more than 100 countries downloading articles, according to URI.

University of Rhode Island professor Donna M. An Administrative Right To Be Free From Sexual Violence? Title Ix Enforcement In Historical And Institutional Perspective, Karen M. Tani

One of the most controversial administrative actions in recent years is the U.S. Department of Education’s campaign against sexual assault on college campuses. Using its authority under Title IX of the Education Amendments of 1972 (mandating nondiscrimination on the basis of sex in all educational programs and activities receiving federal funds), the Department’s Office for Civil Rights (OCR) has launched an enforcement effort that critics denounce as aggressive, manipulative, and corrosive of individual liberties.
