This panel will discuss the persistence of slavery in the form of human trafficking in Rhode Island. To address modern-day slavery-like practices, the U.S. passed the Trafficking Victims Protection Act in 2000 and Rhode Island passed the Trafficking of Persons and Involuntary Servitude Act in 2009. Both state and federal anti-human trafficking laws identify two types of human trafficking: forced labor and sex trafficking.

Present an analysis of seven state and federal cases of human trafficking, including forced labor and sex trafficking, in Rhode Island from 2009 until 2013. In 2009, Rhode Island passed a comprehensive human trafficking law. Since then there have been six cases of sex trafficking and one case of forced labor. Sources for information on the human trafficking cases were police reports, witness statements, court documents and media reports. Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. The study was conducted in 2011-2013, and funded by the Social Sciences and Humanities Research Council of Canada (SSHRC). This study examined the extent to which gender differences in delinquency can be explained by gender differences in participation in, or response to, various routine activity patterns (RAPs) using data from the second and third waves of the National Education Longitudinal Survey of 1988. While differential participation in routine activities by gender failed to explain males’ high levels of deviance relative to females, two early RAPs moderated the effect of gender on subsequent deviant behavior. Social support has been shown to play a key role in overcoming adversities associated with marginalized identities, yet there is a dearth of information regarding the role of social networks in the gender transition process, particularly in ethnic minority transgender communities. This study uses life history narratives, and a modified grounded theory analysis, to explore the impact of interpersonal relationships on the gender transition process of Black transgender women in Detroit, Michigan. Barroom sexual aggression—especially unwanted groping, kissing, and touching—is ubiquitous and largely unregulated. While research explicates how alcohol interacts with other precipitating factors to cause incidents like fistfights, the causes of less serious forms of sexual aggression remain understudied. Normalization of non-consensual sexual contact in bars means much of it goes unnoticed and is difficult to quantify or predict using conventional statistical methods. We use 126 young people’s narratives about experiences with barroom aggression to explore how/when it is tolerated or socially sanctioned. We find that alcohol, context, and gender shape attributions for sexual aggression in public drinking settings.

Although research has found high rates of child maltreatment, widespread victimization, and other negative outcomes among homeless youth and young adults, resiliency among this population has largely been understudied. Specifically, a gap remains in terms of how protective factors such as self-efficacy, low deviant beliefs, and religiosity operate among homeless youth and young adults. For almost 30 years (1980-2009) there were no laws against indoor prostitution in Rhode Island. During that time, being an owner of a strip club where prostitution occurred in the private booths or being a landlord for a massage parlor that was really a brothel were shady, but legal, ways to make money. During the same time, there was no comprehensive law against human trafficking and there was no law banning underage girls from stripping in the clubs.

Background and Objectives: Extant research shows a strong relationship between alcohol use problems and sexual aggression. However, less is known about the effect of intermediary factors (eg, alcohol expectations) that may increase the likelihood of and/or explain sexual aggression during alcohol-related incidents. The present study examined alcohol outcome expectancies’ (OE) mediating and/or moderating influence on the relationship between problematic alcohol use severity and sexual aggression among male college students.

Although statutory rape laws were initially developed to protect youth from coercion by adults, youth are sometimes also prosecuted under these laws. This article investigates public attitudes regarding sanctions for youth engaging in sexual behaviors with peers. Hierarchical linear modeling was used to determine if age and gender of the offending youth, and sexual orientation of the relationship,has an impact on the public's level of agreement for sanctioning youth for three types of sexual behavior: intercourse, oral sex, or touching.
