Given data constraints and the complexity of the concept, it is already quite challenging to operationalize the notion of job quality for wage and salary employment, but even more so for nonwage workers. This working paper addresses this challenge and attempts to formulate a measure of job quality at the individual job level. We combine information on actual and estimated earnings with information on access to social insurance, regularity of employment, work hours, and the nature of the workplace into an index of job quality, and we investigate the individual and enterprise-level determinants of such an index. When There Is No Respect At Work: Job Quality Issues For Women In Egypt's Private Sector, Ghada Barsoum, Ali Rashed, Dahlia Hassanein

Egypt has one of the lowest female labor participation rates in the world. Based on ethnographic research, this working paper argues that women in Egypt, particularly young women, face job-quality issues that discourage them from continuing to work or even entering the labor market. The paper highlights women’s, particularly young women’s, valorization of jobs in the public sec-tor and with the government, even if untenable. Discussed are the advantages presented by the public sector in Egypt, why those jobs are valorized by women, and the strategies young women adopt in clinging to the hope of getting a public sector/government job. …

Trade Liberalization, Inter-Industry Wage Differentials And Job Quality In Egyptian Manufacturing, Shireen Al Azzawi, Mona Said

This working paper investigates the impact of trade openness on wage and job quality outcomes in the Egyptian manufacturing sector over a period of rapid trade liberalization. Results indicate that institutional factors of job quality (social security, medical insurance, a contract, paid casual leave, paid sick leave, and membership in a trade union) have the strongest correlation with the trade variables and the industry-specific characteristics used in the analysis. Tariff reduction per se, does not seem to have had a significant impact on either wages or job quality. On the other hand, increased export orientation exerts a strong positive impact …

The extent to which India will be able to successfully harness its demographic dividend depends significantly on the situation of its youth, notably on the levels of education and market-oriented skills they attain. While many states have made progress on the education front, many other states, including Jharkhand, have lagged behind. Lack of educational facilities for youth is a major concern acknowledged in the Jharkhand Youth Policy 2007. As understanding of the multidimensional nature of HIV epidemics improves, it is increasingly recognized that policy and program interventions, whether focusing on prevention, treatment and care, or impact mitigation, must take into account the integral role of food and nutrition security. More broadly, interventions need to consider how people’s livelihoods evolve and adapt to deal with the multifaceted nature of HIV. In eastern and southern Africa, evidence pointing to a vicious cycle between HIV and food and nutrition insecurity is mounting. Youth participation in civil society and political life is increasingly recognized as an important development objective. The opportunities for participation that young people experience in their communities may influence their development and the types of transitions they make to adulthood. Moreover, behaviors and attitudes relating to community participation that individuals adopt as young people predict lifelong civic affiliations and perspectives. Adolescent girls in the poorest villages of Upper Egypt, who were kept from school by poverty and other obstacles, face a bleak future that will replicate the poverty and disadvantage of their own families. This stark picture of vulnerability encouraged four long-standing nongovernmental organizations working in Egypt—Caritas, CEDPA (Centre for Development and Population Activities), the Population Council, and Save the Children—to create a multidimensional program for 13–15-year-old out-of-school girls. Berhane Hewan (meaning “Light for Eve” in Amharic) is a program in rural Amhara region designed to assist unmarried girls by imparting the knowledge, skills, and resources they need to avoid child marriage as well as give support to adolescent girls who are already married. With support from UNFPA, DFID, and the Turner Foundation, the program is implemented by the Ministry of Youth and Sport and the Regional Youth Bureaus, with technical assistance from the Population Council. In the absence of intervention, poor, rural, unschooled girls in conservative and low-income communities throughout West Asia and North Africa, and indeed elsewhere, are destined to a life of poverty, illiteracy, early marriage, high fertility, and poor health. This report describes Ishraq, a well-designed, multidimensional skill-building program, that has altered this scenario in Upper Egypt by intervening early (around the time of puberty). Recognizing that a better understanding of the savings patterns and potential of adolescent girls and young women is an essential prerequisite for shaping the design of appropriate savings options and services for this group, SEWA, a leading micro-credit nongovernmental organization in India, in partnership with the Population Council, conducted research among adolescent girls and young women who held accounts in one or more of SEWA’s savings schemes. The two previous publications contain data and information essential for understanding the project and its results, although they do not analyze the microfinance component in depth. Tap and Reposition Youth (TRY) was a multiphase initiative undertaken by the Population Council and K-Rep Development Agency (KDA), the oldest and largest microfinance institution in Kenya. The overall aim of the project was to reduce adolescents’ vulnerabilities to adverse social and reproductive health outcomes, including HIV infection, by improving their livelihoods options. The project was launched in low-income and slum areas of Nairobi, Kenya, where rates of HIV infection are alarming and where young women are disproportionately affected.

The Self Employed Women’s Association (SEWA), a key Indian micro-finance nongovernmental organization, in partnership with the Population Council, undertook a pilot livelihoods skill-building program to support adolescent girls aged 13–19 years (mostly unmarried, in school and out of school). Like other such programs, this livelihoods program focused on exposing girls to new ideas, building social networks, exposing them to the world around them, and providing the technical skills needed to enhance their access to income generating opportunities. To assess the effectiveness of youth centers in reaching adolescents with reproductive health information, life skills, and services, the Reproductive Health Research Unit in KwaZulu Natal and the Population Council conducted an assessment of 12 youth centers and their affiliated peer education programs. The centers were run by the KwaZulu Natal Department of Health, the loveLife program, and the Youth and Adolescent Reproductive Health Program. In 2000, the Reproductive Health Research Unit in KwaZulu Natal and the Population Council conducted an assessment of 12 youth centers and 7 affiliated peer education programs. The 12 centers, located in urban, peri-urban, and rural areas, offer very different services. The two centers of the KwaZulu-Natal Department of Health focus on providing reproductive health (RH) information and services to adolescents. The six centers of the Youth and Adolescent Reproductive Health Project provide a broader range of youth-friendly RH services, including counseling and life skills education, as well as modest recreational activities. As municipalities seek to change laws that affect how street vendors ply their trade, it is clear that vendors must have a seat at the table.
