This workbook was created under the Safe and Smart Savings project, a program to help vulnerable adolescent girls build assets, support networks, and savings. The program combined weekly group meetings facilitated by a female mentor, financial education, health and life skills education, and formal individual savings accounts. The workbook was adapted from “Young Women: Your Future Your Money,” published by Microfinance Opportunities, and is designed to help young girls learn how to save money and gain financial literacy. This version is meant for use by girls ages 15–19 in Uganda. There is an additional workbook designed for girls ages 10–14.

This presentation was given at the Global Youth Economic Opportunities Conference in Washington DC, USA in 2011. It looks at results from a Uganda Pilot Program to provide financial education among girls and increase asset building in the form of Girls Savings Programs. Results from this study saw that savings programs build social, health, and economic assets for girls.

Ghana’s population of 24 million is projected to reach 31.8 million in 2025. This population growth is coupled with rapid urbanization. Urban adolescent females experience a rapid decline in school enrollment, often because they need to provide economic support to families. Girls living apart from families and out of school often lack social networks and have few opportunities to build the critical skills needed for adulthood. The program presented in this case study, the Association for the Struggle Against Violence Against Women (ALVF, from its name in French) in Cameroon, provides counseling, language and literacy training, economic support, and empowerment activities for girls who have fled (or been thrown out of) early or forced marriages to help them overcome their adversities. ALVF also seeks to bring about broader social change by highlighting in the public sphere—as well as among parents and husbands—the plight of girls who were married early and/or by force. The development of a context-appropriate program to delay marriage in rural Ethiopia took place over many years and in stages. The program that ultimately became known as “Berhane Hewan” was developed by building an evidence base of understanding on the populations being served and developing partnerships between the Population Council and like-minded agencies with complementary expertise. The authors of this book demonstrate that education for girls during adolescence can be transformative, and they identify a broad array of promising educational approaches which should be evaluated for their impact. New Lessons provides data and analysis from research on more than 300 programs and projects for adolescent girls. It offers evidence on how proven practices, including scholarships for girls and the recruitment and training of female teachers, can increase the number of adolescent girls attending school and highlights the pedagogical approaches that enhance learning and employment.

This report is the result of a collaborative project undertaken by Prerana, a Delhi-based NGO, and the Population Council to implement a life-skills education program for unmarried adolescent girls in rural Uttar Pradesh and to evaluate its effectiveness. The intervention program aimed to empower unmarried adolescent girls aged 13–17 years and address their vulnerabilities by: building their agency, fostering egalitarian gender role attitudes, building awareness about sexual and reproductive health matters, developing vocational skills and future work aspirations, and influencing perceptions about marriage and the ability to negotiate marriage-related decisions (delaying marriage and first pregnancy).

L’étude sur le mariage précoce s’est déroulée dans cinq régions du Burkina Faso. Elle avait pour objectif général d’étudier les connaissances, les attitudes, les pratiques et les perceptions du mariage précoce ainsi que le vécu des adolescentes mariées ou non en vue d’orienter les actions du projet. L’analyse des résultats de l’étude montre que la situation des adolescentes n’est pas reluisante. L’ampleur du mariage précoce dans la zone d’étude montre bien que le problème est toujours d’actualité. As closer attention is paid to the lives of adolescents in sub-Saharan Africa, girls are found to be clearly disadvantaged, compared with their male counterparts. Burkinabé girls are frequently married at a young age, and more than one-third of married girls find themselves in polygamous unions as second or third wives, married to much older men. Understanding and recognizing girls’ realities is an important first step in planning appropriate and meaningful interventions for them. Adolescent girls in the poorest villages of Upper Egypt, who were kept from school by poverty and other obstacles, face a bleak future that will replicate the poverty and disadvantage of their own families. This stark picture of vulnerability encouraged four long-standing nongovernmental organizations working in Egypt—Caritas, CEDPA (Centre for Development and Population Activities), the Population Council, and Save the Children—to create a multidimensional program for 13–15-year-old out-of-school girls. Adolescents living in these slums, especially girls, are cut off from the potentially protective environments of school and family and lack safe economic opportunities. Unemployment is a major concern for adolescent girls, and desperate circumstances force them to survive however they can: 21 percent of sexually active girls aged 15–19 report exchanging sex for money or gifts. The Self Employed Women’s Association (SEWA), a key Indian micro-finance nongovernmental organization, in partnership with the Population Council, undertook a pilot livelihoods skill-building program to support adolescent girls aged 13–19 years (mostly unmarried, in school and out of school). Like other such programs, this livelihoods program focused on exposing girls to new ideas, building social networks, exposing them to the world around them, and providing the technical skills needed to enhance their access to income generating opportunities. The Ethiopian Ministry of Youth, Sports and Culture has long considered attention to the lives of Ethiopian adolescents as a priority intervention area for research and programs in the country. This study conducted with the Population Council gives critical insight into the lives of adolescent girls and boys in the low income and slum areas of Addis Ababa. Research and programs for young people tend to homogenize the adolescent population into one genderless mass, with little regard to age or social context. This case study documents for the first time the process of integrating girls into a community-based youth sports program. It tells the story about the power that is unleashed when girls are given the opportunity to play. The authors describe how the Mathare Youth Sports Association (MYSA), begun in 1987 as a self-help club for boys that linked sports and environmental improvement, has evolved into a successful program that provides new opportunities for boys and girls alike in the poorest neighborhoods of Nairobi.
