This study focuses on the natural demographic phenomenon known as population aging and its intersection with healthcare expenditures. Healthcare spending can be a major burden on a country’s economy, so it is important to accurately assess the connection between these two factors. Population aging occurs when countries reach a point in their demographic transitions characterized by declining total fertility rates and high life expectancy. Why does the birthrate in China continuously decline? Why are Chinese people unwilling to have children now even after the One-Child Policy has been abandoned? I propose that the government policy was not the single crucial factor affecting the reduction of births in China. Household income, education, and gender also may have played a role. I use the 2015 Chinese General Social Survey to analyze the relationships between these three factors and the ideal number of children. The sample size of this subset is 2,373. Ageing women have so often been represented in government policy rhetoric, gerontology literatures and journalistic discourse as the genderless, powerless and passive objects of welfare and services;, by and large, as a social problem that needs to be monitored and managed. Taking a cultural research approach, this thesis explores ageing women’s actual practices in Hong Kong social movements and aims to rerepresent ageing women as active social agents capable of generating multiple “tactical identities” enabling them to participate in and interact with an environment that poses concrete challenges to their participation.

Since the late 70's in China there has been a dramatic increase in both the floating population and criminal activity. Members of the floating population, numbering between 79 and 145 million, live apart from their place of official permanent household registration (hukou) and are ineligible for the state-sanctioned social and economic benefits which accompany permanent hukou status.
